This letter is in response to Mr. S. A. Varga's letter of July 14, 1981 concerning our April 15, 1981 letter (AEP:NRC:0548) which transmitted to you Revision 5 to the D. C. Cook Nuclear Plant
- Modified Amended Security Plan (f1 ASP - the Physical Security Plan Against Radiological Sabotage). fir. Varga states that certain changes, detailed in the attachment to this '.etter and described in the enclosure to fir. Varga's letter, were not co,,istent with 10 CFR 50.54 (p). We believe that the changes do not roresent a degradation of security and that the submittal is consistent with 10 CFR 50.54 (p) and hence a submittal under 10 CFR 50.90 is not applicable. However, we believe a more adequate discussion of the changes made is appropriate and that the details we have provided in the Attachment to this letter will serve to clarify our reasons for the changes made and make evidant the facts necessary to establish that the changes are not a degradation to the physical security maintained at DCCNP in accordance with 10 CFR 73.55.
The attachment to this letter contains Safeguards Information pursuant to 10 CFR 73.21 and 10 CFR 2.790 (d); therefore, we request that the Attachment be withheld from public disclosure and not placed in the Public Document Room.
This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
