DECS 81981* @
SUBJECT:
BWR FUEL LICENSING 8%%
9 w;
4
Dear Mr. Eisenhut:
sro Westinghouse met with representatives of the NRC Staff on June 19, 1981 to present our plans for pursuing licensing approval of our new BWR fuel product line.
Our purpose at that meeting was to obtain NRC feed-back on our overall approach and to provide an early indication of our intended schedule for major licensing submittals.
The schedule presented at the June meeting supported a licensing ap-proval need date of March,1984 resulting from staff review beginning January, 1982.
Since that time, we have vigorously proceeded with our product development program including transient analtsis modeling, bench-marking, and testing, and will be submitting our firat topical describing ~
our transient and stability code model (BISON) by year end 1981 as orig-inally scheduled.
The licensing approval need date (first expected fuel load) has been relaxed approximately eight months from our original schedule. As a re-sult certain intermediate licensing milestone dates have been adjusted so as to afford the staff a maximum opportunity to plan corresponding review efforts. The current schedule is provided as an attachment to this letter.
The purpose of this letter is to elicit staff review commitments con-sistant with our current schedule or alternately with a modified schedule better suited to staff resource capabi~ities but which supports the licen-sing approval need date of November,1984.

The overall schedule is dictated by potential awards on either or both Carolina Power & Light's Brunswick Unit 1 and Washington Public Power's WNP Unit 2. We are also pursuing fuel contract negotiations with a number of other utilities with fuel contract openings between 1984 and 1988. We are also in receipt of a
.gned contract with Long Island Light-l ing Company on the Shoreham Unit fo, Fuel delivery in i988.
It is impera-tive that the NRC proceed with its i eview of our licensing documentation so that Westinghouse can remain a qualified bidder on these near term negotiations.
Very truly yours, WESTINGHOUSE ELECTRIC CORPORATION
