Dear Mr. Denton:
This is to prc/ide information required by paragraph 3.E(4) of the Byron Construction Permits regarding unexpected environmental ef fects associated with the construction o f the Byron plant.
That paragraph requires that Commonwealth Edison provide an analysis and a plan of corrective action if unexpectea harmful environmental effects are discovered.
It has been brought to our attention that water running o f f of the plant site has had an unexpected impact on two owners of land traversed by Woodlano Creek downstream of Byron Station.
Tne water discharge 0 to Woodland Creek is rainfall run-of f and construction related water.
This creek is characterized as an intermittent stream.
The relatively constant flow o f this water has kept the streambed muddy more frequequently than would be the case from unrestricted rainfall run-off.
The owner o f tne motorcross raceway adjacent to the plant site has informed us that the muddy streambed condition interferes with motorcycle racing activities.
To eliminate this situation, approximately 315 feet of 30 inch culverts are being installed.
Further oownstream, Woodland Creek is blocked by a concrete ford that has been installed for vehicular passage by a subdivision developer.
Water passes over this f ord and is stopped by a curb located on the downstream side.
A drain in the ford discha rges the water into a twelve inch tile drainway that was laid in the former bed o f Woodland Creek.
The relatively constant flow is easily handled by this system when the temperature is above freezing.
In cold weather, however, some of the water freezes on the ford and creates a potentially hazardous condition.
To eliminate this situation, a bypass containing a timber bridge has been constructed around the ford.
