Dear Mr. Kuzmycz:
The purpose of this. letter is to summarize PSC's response and activities concerning the above referenced letters, and to provide the present plans for closing out any unresolved items.
i Summary of Activities A complete synopsis of correspondence is provided as Attachment "A".
Outstanding Items
- 1) Verification of Voltage Analysis by Test This item is partially complete.
The Fort St. Vrain 4160V and 480V buses have been analyzed for steady-state conditions at 70%
power.
The analysis was done by utilizing power factor information obtained by test and comparing the calculated results to measured results.

The itens remaining open in this category are as follows:
A)
Veri fy motor starting and operating voltage calculations at the motor terminals of a safety-related actor.
B)
Veri fy that no problems exist at the tenninals of the above motor, and its associated bus, when the motor-driven boiler feedpump is started.
A test to accomplish the above has been written, reviewed, and approved.
However, this test cannot be run for approximately five weeks because of plant conditions associated with the current loop-split modification now being implemented.
Once the test is complete, the data will be compared against the calculated results.
If the resul ts agree, this item can be closed in a matter of days.
If the results are not in agreement, approximately one to three weeks would be required to resolve.
- 2) Sumbit Revised Technical Specification PSC's original submittal, (P-80369, Warembourg to Tedesco, dated October 20,1980) was nade without a complete understanding of what the NRC wanted in a second level undervoltage protection system. This subject was clarified by Alan Udy (HRC Consultant -
EGG Idaho) by telephone on 4-16-81.
Investigations then proceeded to determine the best method of implementing the requested Vol tage Protection.
These investigations quickly revealed that major modi fications
( Addition of two vol tage transformers, 3 undervol tage relays, 3
unde rvol tage relays with time delay, per bus) would be required.
Since PSC was already pursuing the upgrading of the 3 essential 480 switchgear buses for other reasons, it appeared that the most prudent method of implementing the desired protection is to do so when the switchgear is being changed out (two units are scheduled to be replaced during the 3rd refueling,) the remaining units relaying would be modified to provide the same voltage protection as the new units at that time.
It is felt that this is the most viable approach because of the di f ficul ty associated with the timely purchasing of class 1E voltage trans formers and undervoltage relays to modify the existing switchgear.
PSC intends to proceed as outlined above on this item.

The revised Technical SpecificTtion cannot be submitted until the voltage analysis (Item 1) is completed, and cannot be implemented until the new relaying is installed (3rd refueling).
It is PSC intent to provide the requested Technical Specification submittal in a time frame coinciding with the switchgear replacement.
Conclusion It is PSC understanding that the two items discussed are the only remaining open items from the 8-25-80 NRC letters.
