1he Licensing Board's decision is in excess of 800 pages, and cust.

be reviewed by a ru:ber of Cecromealth agencies. It is impossible, in the 10-day period prescribed by the regulations, for the Cocrommalth to conduct a eccprehensive review of the Board's decision. In addition, the review and briefing period, if not extended, would be sfrultaneous with both the cocnent period on'the issue of inriediate ' effectiveness and the briefing period in the reopened operator cheating phase of the restart 1

i proceeding. (The (bmomealth's proposed findings of fact and conclusions of law in the cheating hearing are due on January 15, 1981, a day'after the coments to the Cocr.:ission on the inriediate effectiveness issue are due. Briefs on exceptions to the Appeal Board, if due when set forth 'in
