During a telephone conference call among the parties of Deceir?-
ber 22,1981 (s.ee this Board's I'emorandum and Order of today's date memorializing that call), the question of the responsibility for and means of introduction into evidence of the applicable emergency plans arose.
The Board Chairman indicated that the Board would rule on this matter; the purpose of this Memorandum and Order is to convey that ruling.
The Board notes that two concerned jurisdictions are participat-ing pursuant to 10 CFR 2.715(c):
the State of Kentucky and Clermont County, Ohio.
Beyond that, the Applicants have the overall burden of proof.

PDR The State of Kentucky and Clermont, Ohio, shall have the respon-sibility for providing the necessary witnesses to sponsor their respective emergency plans; and The Applicants shall have the responsibility of providing the necessary witnesses to sponsor the applicable remaining emergency plans.
Judges Hooper and Livingston concur in the result but did not participate in the formulation of this Memorandtn and Order.
