Interrogatory #149 State the height above ground level of the stack, or stacks, present at the Zimer station and capable of radiation releases during accident or otherwise.

Response, Stack height above ground is:

- Main plant vent stack: 172' above grade

- Standby gas treatment system vent stack: 172' above grade where " grade" is 520' above mean sea level.

t Interrogatory #150 State what effect, if any, terrain elevational differences of 200, 300, 400 and 500 feet above ground level of the Zimmer station in the nearby environs to and including 15 miles from the Zimmer station as the same would influence plume exposure pathway at respective distances of 1, 2, 3, etc.

Response

In general, in modelling a release of radioactive materia'. above ground level (i.e., an elevated release), terrain elevational differences above ground level result in the prediction'of a somewhat higher concentrition of the released material than if the terrain were flat for certain stability classes, with this effect decreasing with distance for all stability classes.

The model assues this increased concentration effect when the terrain height

- is above ground level. This is not due to reduced dispersion of the material, but occurs because the terrain is assumed to pertrude into the center portions of the plume containing higher concentrations.

Terrain elevational differences in the nearby environs of the Zimmer-Station are already taken into account in the determination of offsite consequences within the plume exposure EPZ. Fortheareaofinterest(i.e.,BrownCounty) terrain elevational differences of 200, 300, 400 and and 500 feet above ground level are not of significance because of the low X/Q's (high dispersion) at 10 miles and beyond for all stability classes.

Interrogatory #156 State the roadway vehicular traffic capacity, roadway widths, whether such roadways are improved or unimproved, the width of each roadway, as the same is located in Brown County, Ohio and situated in a sector from the Ohio river to S.R.125 and three miles east of the Clermont-Brown County lines.

The requested information is not in the possession of the applicant.

Interrogatory #157 State the presence of any protective actiot, to be taken by the population and governmental officials of Brown County, Ohio,' which is contained in any state or local plan presently in existence, which deals with emergency planning preparation and implementation for the health and safety of the population of Brown County, as the same pertains to emergency planning of the plume exposure pathway and food ingestion pathway from the Zimmer station.

Response

Protective Actions with respect to the plume exposure pathway EPZ are neither planned nor required by NUREG-0654 for Brown County, Ohio. Ingestion Pathway planning for Brown County, Ohio is included in Section IV of the State of Ohio Nuclear Power Plant Emergency Response Plan. As a result of its location within the Ingestion pathway EPZ, protective actions planned for Brown County are primarily the responsibility of state agencies, including the Ohio Environmental Protection Agency, Ohio Department of Health, Ohio Department of Agriculture, Ohio Department of Natural Resources, and Ohio Disaster Servi,ces Agency. Local officials in Brown County may be asked to assist these state agencies with implementation of protective actions. (State of Ohio Nuclear Power Plant Emergency Response Plan,Section IV).

Interrogatory #158 State the agricultural products present within the sector identified in interrogatory 156 as to vegetation grown for human or animal consumption, 7

the presence of poultry, cattle, pigs, sheep and goats, the location of the same, and the agricultural extension service agency and board of health which would bear the responsibility for the monitoring of animals, animal feeds and food to be processed, cn processed, for human consumption within the sector identified in interrogatory 156.

Information is not in the possession of the applicant as to specific types of vegetation grown for hwnan or animal consumption, specific types of farm animals, or their locations within the sector identified in interrogatory 156. As stated in response to interrogatory 157, State agencies have primary responsibility for ingestion pathway protective actions including monitoring animals, animal feeds, and foodstuffs. Local supporting agencies for the sector described include the Brown County Cooperative Extension Service and the Brown County Health Department.

Interrogatory #160 If interrogatory 159 is answered in the affirmative, state the definition of EAB, exclusion area boundary, and LPZ, low population zone, applied by the utility and identify each coundary oy air miles from the Zimmer station, together with definitions applied for the terms " fumigation" and "non-fumigation", the wind speed and direction frequencies applied as experienced at the Zimmer station, the application of lateral and vertical plume spreads, and state whether Zimmer station falls within the regulatory guide model of possessing usual terrain, waterways and meteorological conditions, establishing the boundaries based upon the model, or the boundaries established in utilization of unusual terrain, nearby waterways and meteorological conditions, and state the distances beyond each established boundary where the concentration of the plume radiation due to low wind speeds and stable atmospheric conditions would no longer present radiation doses possessing the capability of harmful health and safety effects to the population; state whether terrain obstacles for stack and ground releases in any manner affect the boundary distances for determining the diffusion of the plume concentration; and state all values used in the calculations undertaken by applicant; and set forth to the response to these interrogatories all calculations made to establish requisite boundaries and the concentration of plume dispersion within each area, especially in the sectors northeast and southeast of the Zimmer station and into Brown County, Ohio.

No answer to this interrogatory is supplied because a negative answer was given to interrogatory 159.

This information is provided in Section 8.5 of the Zimer Nuclear Power Station Emergency Plan. Additional dissemination may include, but is not necessarily limited to: paid advertising in newspapers within the EPZ; distribution of printed material to public libraries, schools, police and fire departments and other emergency respor.se agencies; information and notices to operators of marine, camping and other recreational facilities; placement of notices in hotels, motels, gasoline stations and phone booths.

The publication " Circle of Safety," along with the other information supplied to residents within the plume EPZ, e.g. information in phone books, is intended to provide basic information to a broad cross-section of the population.

In any event, info rmation supplied over EBS will be sufficient to enable residents to take appropriate action in a timely manner.
