authorizes the possession and use of byproduct material under certain conditions specified therein. This license was originally issued on May 3, 1978. The present expir'ation date of the license is April 30, 1983.

and locateri at 3055 Vista Avenue, St. Louis, Missouri, were inspected by a

representative (s) of the NRC Office of Inspection and Enforcement for health

and safety purposes. On August 6,1981, the Comission sent invoice 1114H to
\\
the licensee requesting payment within 30 days of the inspection fee of $460 n5 required by 10 CFR 170 of the Comaission's regulations. A second notice of l l n.
5 paynent due, together witn a Notice of Violation, was sent to the licensee on ho4 Septeraber 8,1981. On September 22, 1981, the Ccmission responded to the gum.
p gjg-licensee's letter. A final notice of payment due was sent to the licensee on

' III In view of the foregoing and pursuant to the Atomic Energy Act of 1954, as f
amended, and the regulations in 10 CFR Parts 2, 30 and 170, IT IS HEREBY ORDERED THAT:
1.
Tne licensee show cause, in the r.unner hereinafter provided, why License 24-18028-01 should not be revoked permanently.
Tne licensee may, within twenty days of the date of receipt of this Order, file a written answer to this Order and nay also request a hearing within said twenty-day period. Any answer filed shall specifically admit or deny such allegation made in Section II above, and may set forth the riatters of fact and law upon which tne licensee relies.
If a hearing is requested, the Commission will issue an Order designating the tir.c and place of hearing. Upon failure of the licensee to file an answer witnin the ti.;e specified, the Director of Administration or the under-signed will, without further notice, issue an Order revoking License 24-18028-01.
In tne event the licensee files a timely answer and requests a hearing witnin the time specified, the issues to be considered at such hearing shall be (1) whether the licensee violated the Conaission's regulations as specified in Section II above; and (2) whether the subject license should be permanently revoked.

/ In lieu of filing an answer to this Order, the licensee may pay the prescribed inspection fee within twenty days of the date of receipt of this Order.
In the event the licensee reraits the required fee within said twenty-day period, tne Nuclear Regulatory Comission will issue an Order terminating tnis proceeding.
Otherwise, the foregoing procedure for revocation of the license shall be followed.
