STAFF 12/23/81 UNITED STATES OF AllERICA NUCLEAR REGULATORY COMl11SSION BEFORE THE ATOMIC SAFETY AND LICENSING APPEAL BOARD In the Matter of METROPOLITAN EDIS0N C0!!PANY, ET AL.

Docket No. 50-289 (Restart)

(Three Mile Island, Unit 1)

NRC STAFF ANSWER TO UCS REQUEST FOR EXTENSION OF TIME TO FILE EXCEPTIONS TO THE PARTIAL INITIAL DECISION OF DECEMBER 14, 1981 l

On December 14, 1981, the Licensing Board in the captioned proceeding issued its partial initial decision (PID) on the plant design and procedures issues, the issues relating to the separation of the TMI units and the emergency planning issues.

That PID is over 800 pages long.

Because of the length of the PID and the fact that the Commission has ordered a comment period on the question of immediate effectiveness to run simultaneously with the period during which exceptions may be filed, UCS has requested an extension of time for filing exceptions to the PID until 10 days after the comments, reply comments and any oral a'rguments which may be called for by the Commission on the immediate

' effectiveness issue are completed.

The NRC Staff does not object to the requested extension of time if it is granted to all parties and the Commonwealth, s

Respectfully submitted, kM f

am M. Cu hin IV Counsel for NRC Staff Dated at Bethesda, Maryland this 23rd day of December, 1981.
