AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station Unit Nos. 1 and 2.
As discussed with members of the Staff on November 6, 1981, the proposed changes would remove the specific values of the Fxy, the axial power distribution surveillance and the axial flux difference limits from the Technical Specifications. The specific values for these limits would be provided in a special Core Surveillance Report to the NRC 60 days prior to a reload cycle startup.
Implementation of this change will reduce the required reload licensing effort in the future by eliminating thoce reload submittals which are required only to address Technical Specifications changes related to the LOCA analysis power distribution limits.
In particular, implementation of this proposed change by January 31, 1982 will eliminate a Technical Specifications change associated with North Anna 2, Cycle 2.
To support this schedule, we are providing the Core Surveillance Reports required for the current North Anna cycles.
The supporting Safety Evaluation for this request as well as the specific changes to the Technical Specifications are provided in Attachments 1 and 2, respectively. Attachments 3 and 4 contain the Core Surveillance Reports required for the current North Anna cycles (Note that reports are provided for both the current (2.10) and recently proposed (2.14) LOCA total peaking factor limits). It has been determined that this request does not involve any unreviewed safety questions as defined in 10CFR50.59.

$4,400.00 is enclosed in payment of the required fee.
