OP-3305, " Emergency Medical Procedure" DISCUSSION The Plant Emergency Plan outlines four classes of emergency situations which include incidents ranging from minor personnel injuries to full evacuation of the plant site. The four emergency classes are: Unusual Event, Alert, Site Area Emergency and General Emergency.
Outlined below are basic responses that the security force must imple--
ment during an emergency. The dynamics of a situation may dictate addition and/or deletion of some items where a checklist is provided.
Departmental procedures wi,ll be prepared to cover security actions during a specific emergency, i.e., fire, medical, etc., and will include the actions below as appropriate.

_ _ _ - _ _ _ _ OP-3344 Rev. 1 The Security Shift Supervisor is responsible to activate this procedure upon hearing the emergency declared over the gai-tronics.
However, a confirming link is made by the Shif t Supervisor to the SAS operator who in turn notifies the CAS operator.
Plant emergencies will normally be announced over the plant gai-tronics systems by the control room staff, who will provide the type of emer-gency, location and instructions on assembly, evacuation. etc.
When evacuation is warranted, the evacuation alarm will also sound.
i Security staff are required to load and drive the emergency van to the Emergency Operations Facility (EOF) at the Furlon House inmediately upon declaration of any of the following classifications of emergencies:
1.
Alert 2.
Site-Area 3.
General In addition, security staff serve the function of performing personnel accountability and traffic control after evacuation. This would only be performed for evacuations of plant personnel during the normal day shif t work week (i.e., Monday-Friday); or when, for any other reason, large numbers of people will be evacuating from the site (e.g., weekends or backshifts during outages or other high work periods when large numbers of people are on-site). These steps are the responsibility of the Security Shift Supervisor or higher security supervision and are oatlined in the check-sheet for Alert, Site-Area and General Emergencies. OPF-3344.3 shows a suggested sketch of traffic flow after an evacuation.
PROCEDURE A.
Immediate Action:
1.
For the Alert, Site-Area or General Emergency classifications, the Security Shift Supervisor shall activate the check-list on OPF-3344.1.
2.
The Security Shift Supervisor will:
a.
Insure that personnel assigned to emergency teams (Response Force, Fire Brigade) are directed to respond as required.
b.
Instruct gatehouse personnel to prepare to admit off-site emergency responders as required.
I c.
Complete notification of law enforcement agencies if required.
d.
Notify security force management and_ recall suffi-cient personnel to cope with emergency requirements.

Assign a security officer at the galehouse to initiate recall of' plant personnel as directed.

.All security personnel will follow directions of the Plant Emergency Director / Technical Support Center Coordinator.

Gatehouse security personnel will prepare to: admit emer-t-
gency responders. Direct all contractors and visitors off-site.

When directed to report / assemble at the_gatehouse, security patrols will respond as directed. -CAS personnel and security personnel at the SAS console will remain ac their posts pend-ing further instructions. Follow-Up Actions:
1.
The Security Shif t Supervisor will:
a.
Maintain liaison with law enforcement personnel and provide briefings and/or assistance as re-i quired.
b.
Document all actions of the security force in the Daily Security Activity Log.
c.
Establish a security operations center from which security badging can-be issued.
2.
The SAS Operator will:
a.
Monitor security systems and record alarms when in control of the security system.
b.
Notify the Security Shift Supervisor of emergency security situations.
c.
Follow directions of the Plant Emergency Director /
TSC Coordinator.
d.
Take control of all security systems in the event the CAS+is inoperative.
3.
All security personel will follow the directions of.the Security ~

CHECK-LIST FOR ALERT, SITE-AREA AND GENERAL EMERGENCIES 1.
The Security Shif t Supervisor will direct the unlocking and opening of Gate #1.
NOTE:
Alert Emergencies Step 1 should not be performed unless an evacuation is activated.
2.
The Security Shift Supervisor will assign at least two officers to load the following equipment into the Emergency Van and trans-port it to the Emergency Operations Facility (EOF).
a.
All security badge racks.
b.
All TLD badge racks c.
All spare dosimeters /TLDs d.
Nuclear Availability Listing e.
Visitor Log with spare sheets f.
Blank Personnel Accountability Sheets, OPF-3344.2 g.
Vital / Access Control Area Listing (VACAL).
h.
I.D. Camera with spare film and blank I.D. forms.
(These items will not be moved during exercises) i.
All available radios, battaries and chargers.
3.
If during the normal day-shif t work week or if large numbers of personnel will be evacuating, on arrival at the EOF, the Senior Security Officer present will provide for:
a.
Set up the dosimetry racks in the same order as they are at the gatehouse.
(Racks are numbered to correspond to numbers on the walls.)
b.
Process only personnel who have EOF training through the accountability first (hold others aside till last).
c.
Direct the personnel to place their dos,imetry on the racks in their designated slots and deposit their security badges /
card keys in the container.
d.
Insure personnel frisk.
After passing through accountability direct personnel with e.
EOF training to the task assignment station ~.
f.
At the task assignment station security supervision shall oversee the smooth assignment of tasks.

Once all personnel have placed their' dosimetry on the g.
racks. record.the names of personnel who have not stored their dosimetry on a Personnel' Accountability. Sheet, OPF-3344.2.
h.
When the listing is complete, notify the Emergency Coordinator of the names of personnel who.have1not turned in their dosimetry.
4.
Once the Emergency Van has been driven to'the' appropriate loca-tion at the EOF, one security officer will establish a traffic csntrol point at the intersection of Yankee and. Monroe Bridge Roads. This officer will not permit any traffic to enter the plant site without permission of the Emergency Cooedinator.
5.
The Security Shift Supervisor will:
a.
Secure all weapons on evacuation from the plant site.
b.
Notify local law enforcement of the situation.
c.
Call in additional security personnel.
d.
Establish an emergency work schedule and security post requirements.
Document all security actions in the security activity log.
e.
f.
Provide a maximum of four radios to the EOF, Manpower Assis-tant for Road Barrier Teams. Five radies will'be available to the response force'at all times.
g.
Establish personnel entry control to the Furlon House.
6.
The SAS Operator will control all security systems once evacuation is ordered and will:
a.
Continue performing Appendix II in the applicable emergency action procedure (OP-3302 - Alert, OP-3303 - Site-Area and OP-3304 - General).
b.
Record all alarms and advise the Security Shif t Supervisor, c.
Coordinate security communications.
d.
Follow the directions of the Plant Emergency Director /
TSC Coordinator.
