Gentlemen:

This is to advise you of our status regarding measures taken to guard against the inadvertent de-energization of linestarters at our Beaver Valley Power Station.

Additional measures taken M this time are as follows:

I 1.

An area has been marked.with tape on the firor three (3) feet in front of selected emergency motor control centers.

2.

Rope barriers with signs warning personnel to work outside the 4

three foot area in front of the tuotor control centers are being i

u'ilized in rooms where construction work is occuring.

areas, such as where linestarters face each other. - these measures (1 & 2) may be modified to just rope off access to the motor control

centers, i

3.

Signs have been.placed on each linestarter indicating whether it-should be ON or OFF during normal plant operations.

4.

The Construction Department'has been instructed te notif) Operations any time they must work or erect scaffolding inside the three foot clear zone.

5.

We have removed the scaffold from the East Cable Vault (which probably contributed to the ' inadvertent de-enerization of the linestarter for._feedwater valve'(MOV-1FW-151A]).

6.

-Modifications have been rade to all emergency motor control center linestarter operating mechanisms except MCC-E5 and E4 to provide a positive latch to secure the operating handlefin the proper positions..These modifications will not prevent operation, if required, during normal or emergency conditions. -Modifications to MCC-E4 and E5 will be completed by December 15, 1981.

We believe that these measures will be ef fective in preventing inadvertent movement of linestarter operating mechanisms in the future.
