t Appendix A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket No. 50-318 Calvert Cliffs Unit 2 License No. DPR-69 As a result of the inspection conducted on October 6 - November 3, 1981, and in accordance with the Interim Enforcement Policy, 45, FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 6.8.1 requires that written procedures be established and followed. GS-0 Standing Instruction 79-6, requires that Unit Two Containment Purge Valves be disabled in Modes 1-4 (air isolated and leads lifted). Apparatus Service Tagout No. 1766 was issued on March 6, 1981, in accordance with CCI-112C, Safety and Safety Tagging, to isolate instrument air to the Unit 2 Containment.
Purge Valves.
Contrary to'the above, with the reactor in Mode 1 (power operation) on October 8, 1981, the Unit 2 Containment Purge Valves were not isolated as required: an instrument air vent was shut and tagged instead of an isolation valve, and air was supplied to the Containment Purge Outboard Exhaust 'falve.
This is a Severity Level V Violation (Supplement I).
Since our inspector verified that acceptable corrective action was completed on this item prior to the end of the inspection, no reply to the Violation is
