Philadelphia Electric Company informed the Nuclear Regulatory Commission that we anticipated completion of the installation of sirens associated with the Peach Dottom Atomic Power Station for

" Prompt Notifications and Instructions to the Public in the Event of an Emergency" by February, 1982.

On September 21, 1981, the Nuclear Regulatory Commission published a notice of proposed rulemaking in the Federal Register among other things " proposing to amend its regulations to extend the date by which prompt public notification systems must be operational around all i

nuclear power plants.

The proposed extension is based on industry-wide difficulty in acquiring the necessary equipment, permits, and clearances.

If adopted, the proposal would extend the compliance date for these systems from July 1, 1981, to no I

later than February 1, 1982".

Since the proposed rule provided i

sufficient time for us to complete our installation, Philadelphia Electric Company did not comment on the proposed rules establishing February 1, 1982 as an implementation date.

Grimes, Director Page 2 Electric Company was advised of these delivery problems by phone on December 7, received written confirmation on December 9.

A copy of this letter is attached.

Because of these delivery problems, we can no longer meet our expected completion date.

Our program had been progressing at an accelerated pace.

Extensive field studies were conducted, including in place testing, to assure the adequacy of our design.

The information gained during this study phase was utilized as input into our system design.

Philadelphia Electric Company met with county and state emergency directors on August 26, and again on December 10 to review siren system specifications and installation schedule.

Concurrent vith the procurement of sirens, real estate and right-of-way negotiations were undertaken and all sites were obtained by recember 1, 1981.

The installation of siren subassemblies began on October 19, 1981.

As of December 11, 1981, 67 of 70 sirens had been installed, with power provided to at least 35 of the sirens.

No siren control cabinets have been received and the difficulties being experienced by Federal Signal are delaying first shipments until January 15, 1982.

Pending receipt of the control cabinets our efforts continue with procurement and installation of other subassemblies associated with the siren system.

The most optimistic schedule, assuming acceptable weather conditions, and the delivery of the control cabinets by Federal Signal as promised, allows for the completion date for sirens within the five mile radius by February 15, 1982 and the complete installation of all sirens within the ten mile radius by April 1, 1982.

Philadelphia Electric Company requests relaxation of its commitment to have a completely operable siren system by February 1,

1982 because of the material delivery difficulties experienced by its supplier.

Dear Mr. Boyer:

This letter is wcitten as requested by Dave Tepper, Project Engineer on the Peach Bottom Public Notification System, to summarize our several discussions relating to equipment delivery schedule.

The deadline established by NRC of February 1,1982 for operational public %tification systems is clearly being taken very serious by all utilities.

Being a major supplier of public notification systems not only to the domestic utilities, but Internationally, and the corrhination of NRC's requirements and political unrest in tre Mid-East has createo an unprecedented high demand on public notification systems equipment directly affecting our ability to accommodate all delivery requirements.

Feoeral's effort's ir. responding to this heavy cemand has to a great : extent been successful since the requirement was foreseened and efforts were initiated earlier to meet the demand.

Custom engineereo control panels-however, could not be anticipated as these have been specified differently by each utility.

In most cases final details of the exact form and function of these control panels was not adequately specified at time purchase orders were placea, therefore, requiring further definition and in some instances even price adjustments to accommodate special requirements established.

Delays caused by this factor have created changes in the quing of orders for custom r

panels.

To meet these demands and minimize delays additional electricians are beino added to the manufacturing operation.

Our electricians are already working overtime.

(10 hrs per day).

Unfortunately, some lost time is inevitable during the forthcoming Holiday Season.

Taking these factors into account our best estimate of equipment oelivery at this time, based on fourteen (14) panels per truckload, is as follows:

4 Federal Signal Corporation will do everything within its power, to complete fabrication and QA testing of the 20 units to accommodate this request.

We will maintain close contact with Dave Tepper for coordination of shipments, installation, and field checkout.

We certainly appreciate the concern for completing this public notification system project in a timely way and trust that this schedule can be accommodated by Philadelphia Electric.

If necessary, We would be willing to-accompany someone from Philadelphia Electric or provide explanation to the PRC compliance monitors.
