On October 22, 1981,- the Commission adopted new regulations for the protection of unclassified safeguards information:
46 Fed. Reg'. 51718 (1981).
The regulations were intended.-to-protect from public disclosure, safeguards information.which, if released, could compromise the security of nucicar material-v and facilities.

.The District, along with.22 other utilities affected by these regulations, has asked theLlaw firm of Shaw, Pittman,.Potts'6 Trowbridge, 1800 M Street, N.W., Washington, D. C.,.to file a-
" Petition for Reconsideration" with the Commission in the matter of protections of unclassified safeguards:-information.
Additionally, we are also asking for.a motion to have the effective date of the. safeguards rule stayed until the peti-tion'is ruled on.

I believe that our current methods of : protecting unclassified

safeguards information meet the general intent of'the new e
regulations.
Documents stored away from Rancho Seco Nuclear Generating Station are.kept in locked-cabinets in buildi'ngs which are occupied during working hours.
Building access is controlled after working hours.
Although we consider our-~ -
records to be adequately-protected, a literal reading of.the new regulations appears to suggest we should embark on a costly conversion of locks,-cabinets,-and procedures.
In view of the previously mentioned " Petition for Reconsidera-tion" and the motion to stay the effective date of the

We believe it would be unwise and unnecessary to embark on an expensive program whereby many special locks are purchased, cabinets are modified, and additional controlled areas are created.
We would be pleased to discuss these issues with you or members of your staff.
