In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of s requested amendment to license DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant unit 3 (Enclosure 1). The-proposed chunges are necessary to permit operation with the modified 7

electrical distribution system which will be in place following the current refueling outage. A description of the modified distribution system (Enclosure 2) and a revised response (Enclosure 3) to question 3 from T. A.

Ippolito's letter t'o H. G. Parris dated April 8, 1980 (Eequest for Additional.

Information - Browns Ferry Units 1, 2, and 3 Degraded Grid Voltage) are provided as justification for these changes. Also provide'd is a schedule for performing the modifications-(Enclosure 4)..In order to preclude impacting the return to service of unit 3 following its current refueling outage, we j

request approval of these proposed changes by March 1, 1982.

In accordance with the requirements of 10 CFR Part.170.22, we have determined this proposed amendment to be Class III. This classification'is based on the fact that the proposed amendment involves a single safety issue which.does not involve'a significant hazard conci.deration. The remittance for $4,000 is being wired to the NRC, Attention: Licensing Fee Management Branch.
