Dear Mr. Crutchfield:

Reference -(1) requested that the La. Crosse. Boiling Water. Reactor propose changes to our Technical Specifications to satisfy the recommendations of the Safety. Evaluation, enclosed with Reference (1).

It was further requested that LACBWR propose a schedule to accomplish

alternative actions to accomplish the objectives of NUREG-0313, Rev. 1.

Recommendation #4 of-Reference (1) is incorporated into Specification.

4.2.2.21 of-the LACBWR Technical Specifications.

enclosed, have been changed to adopt STS format but uses plant specific limits which have been in use at LACBWR, are more consistent with LACBWR systems and are more conservative than the model of Reference 1.

ICO 3.4.3.2.d of the model STS in Reference - (1) has:already been in-corper *ed into LACBWR Technical Specifications by the issuance of Amentiruit No. 24. dated; February 25, 1981, which added Section 4/5.2.22.

Mr. Dennis M. Crutchfield, Chief LAC-7970 Operating Reactors Branch No. 5 December 8, 1981 Specification 3.0.10 and 3.0.11 are incorporated on pages 24 and 25 in accordance with Reference (1).

Specification 3.0.10.f is added in order to accommodate the special schedule of surveillance require-ments, recommendation No. 2 of Reference (1).

Page 27c contains the bases for specifications 3.0.10 and 3.0.11.

On page 27d, enclosed, is specification 4.0.1, Definitions, which contain a minor revision, making Definitions apply to the entire Technical Specifications and not only to certain parts.

This revision will preclude making a change to this area of Technical Specifications as the STS wording is incorporated in future changes.

Remove page 27rr, as the sections referred to on this page are in-cluded on present page 28.

Delete specification 4.2.1.1.(c), as the wording, when literally applied, prevents ever shipping spent fuel elements with any of the presently licensed shipping casks.

Specification 4.2.1.9 provides an effective and proper limiting condition for operation.

Delete entirely specification 4.2 ', Electrical Power Systems and Associated Surveillance Requireme s,

i.e.,

all of Pages 32g, 32h, 321, 32j, 32k, 321, 32m, 32n, 32o, 32p, 32q, and 32r; and, substitute the entire enclosed section on Electrical Power Systems.

The proposed section has been edited to make it more clear; there is no substantial change in the requirements.

The sections referring to operating has been changed to only include OPERATIONAL CONDITIONS 1 and 2, instead of the ambiguous applicability in the present Technical Specifications.

Likewise shutdown sections refer to OPERATIONAL CONDITIONS 3, 4, and 5.

The explanation of " control power off and all control rods fully inserted", has been deleted in deference to the Table of OPERATIONAL CONDITIONS.

The surveillance requirements in the enclosed proposal for the 1A and 1B Diesel Generators have been augmented to effect increased reliability of the emergency power supplies.

The specific gravity of the batteries of D.C.

distribution systems has been changed from 1.180 to 1.200, in ordtr to effect an increased margin of battery capacity.

Specification 4.2.3.3.1 and associated surveillance requirements l

5.2.11.5, on enclosed pages 32r (l), 32r(2), 32r(3), 32r(4) and 32r(5) is added to incorporate Technical Specifications on degraded grid voltage, in accordance with Reference (3).

However, the note must exist on Tables 4.2.3.3-1 and 4.2.3.3-2 until such time plant mod-ifications are made to have 3 channels per bus. LACBWR now has only 2 channels per bus on each of the two Essential Buses. t.

Mr. D'ennis. M. Crutchfield, Chief LAC-7970 Operating Reactors Branch No. 5 December 8, 1981 Section 5.2.21.1.2.4 has been revised to_ require new fuel every 6 months, instead of every 92 days.

This change is desired in order to reduce the hazards associated with the fuel (gasoline) changeout.

It has been learned that, in this area, gasoline fuel is seasonally blended only twice a year.

The 6-month changeout will still assure that a fuel blend with proper volatility is used, yet the evaporation in 6 months will not be enough to cause gum formation sufficient to adversely affect engine performance.

Also, in 5

'.21.1.2.b, the number of gallons in the fuel tank is changed f on. 5 to 4.

The basic reason for this is to allow for expansio. and contraction of gasoline in the tanks with ambient temperature changes.

The 4 gallon minimum in each fuel tank does not degrade the operability of the-system.

A revised page 37o is enclosed.

The section containing the specifications for fire protection, namely pages 37g through 37m, have been revised to incorporate the limiting cond-tions for operation and surveillance requirements for those modifications resulting from implementrtion of the modifica-tions of the fire protection systems addressed in Section 7.0 of Reference (4).

Pages 37g, 37h, 37i, 37j (1), 37j (2), 37j (3), 37k, 371,'and 37m are enclosed.

Section 5.3 of the current LACBWR Technical Specifications has been revised and enclosed as pages 53, 54, 55 and 56.

This revised section was previously submitted in Reference (2).

Therefore, Reference (2) is superceded by these proposed changes.

Specification 6.2.2. (h) is to be deleted as the limiting condition for operation is specified by Table 6.2.2-1, Minimum Shift Crew Composition and accompanying notes.

Figure 6.2.1-1, Offsite Organization, is submitted herein.

There is one change; the Environmental Department is now under the Assistant General Manager, Power Group, however, there has been no significant change in the responsibilities of the Environmental Department affecting LACBWR.

Figure 6.2.2-1, Dairyland Power Cooperative, LACBWR Facility Organization, is submitted herein.

The organization has not been changed.

Temporary shortages of engineering and technical personnel are compensated by use of the services of appropriate technical support contractors.

Section 6.5.1.2 has been revised to be more in line with Standard Technical Specifications.

The reduced size will not adversely affect the health and safety of the public as the Committee will still have access to other plant staff members. -

Mr. Dennis M. Crutchfield, Chief LAC-7970 Operating Reactors Branch No. 5 December 8, 1981 The proposed changes are to be inserted as full pages in the LACBWR Technical Specifications and are numbered accordingly.

In accordance with the provisions of Reference (1), an application to' amend Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor is hereby filed with three (3) signed original applications, together with thirty-seven (37) copies.

This change has been determined to be a Class II Amendment, having no safety or environmental significance as defined by 10 CPR 170.22 and a check for $1,200.00 will follow shortly.

The information submitted with this application for license amendmenc has been reviewed by LACBWR committees as prescribed in Technical Specifications.
