Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Inspection Report 50-289/80-06 The enclosed information is being submitted to comply with Sub-Article IWA-6220 of ASME Section XI.
The examinations were conducted in accordance with Amendment 54 to our Technical Specifications which upgraded the Inservice Inspection Program to the requirements of ASME Section XI, 1974 Edition through the Summer 1975 Addenda.
Additional examinations were performed in accordance with the requirements of ASME Section XI, 1970 edition with the Winter 1970 Addenda which was referenced in our Technical Specifications prior to the issuance of Amendment 54.
This submittal also includes examinations of items that were previously examined in 1979 but had to be reexamined this year because of the problems with the administration of the ISI Program, that were identified in NRC investigation report 50-289/79-10.
Because TMI-Unit 1 has been out of service continuously for more than one year, and in accordance with the option of ASME Section XI, Sub-paragraph IWA-2400, which permits plants that are out of service continuously for one year or more to extend the inspection interval, this inspection interval will be extended for an equivilent period. Thus the second 3 1/3 year inspection period examinations which were to have been completed by May 2,1981 wil.1 be extended accordingly.
This report was to have been submitted ninety (90) days after completion of the examinations, but as noted in our letter of June 17, 1980 (TLL 279) we.
stated that we would not consider the examinations completed until the items of concern ident ttled in che NRC Inspection Report 50-289/80-06 which speci-fically relate to the 1979 reexamination /1980 examinations were resolved.

National Board No. for Unit N/A SUPPLEMENT A ABSTRACT OF EXAMINATIONS An Inservice Inspection (ISI) of selected components of the safety c1cas systems at Metropolitan Edison Company's (Met-Ed) Three Mile Island Nuclear Station, Unit I (TMI-I) was performed during the period 02/21/80 to 08/06/80. The components / welds examined were selected in accordance with Section 4.2 of the TMI-I Technical Specification, with Section XI of the ASME Boiler as Pressure Vessel code, 1974 Edition including the Summer of 1975 Addenda as modified by the TMI-I Technical Specification with the proposed inservice inspection program submittals to NRC dated August 17, 1977, September 17, 1977, October 20, 1979 and with the results of the meeting with NRC Licensing Dept. on October 17 and 19, 1978. The selection was based on the procedures specified in TMI-I Surveillance Procedure 1300-1, " Inservice Inspection Plan."
Manual Ultrasonic (UT), and visual techniques (VT) were used in the performance of the ISI examinations.
In addition to the exams mentioned above, UT examinations were performed for which no credit will be taken because the full weld and related volume was not inspected.
These examinations will be rescheduled and reperformed prior to the expiration of the second 3 1/3 year inspection period which is within the prescribed time interval.

Representative samples of the components and/or areas as listed in the following paragraphs, were examined with nondestructive testing (NDT) techniques.
The examinations were performed, to the extent possible, in accordance with the requirements of Appendix I of Section XI of the ASME Boiler and Pressure Vessel Code 1974 Edition through Summer 1975 Addenda, and Section V of the ASME Boiler and Pressure Vessel Code, 1974 Edition through Summer 1975 Addenda. Nondestructive tests performed included Manual Ultrasonic (UT) and Visual (VT) techniques. The various examinations were conducted as defined in specific written procedures applicable to the respective' examination areas. The applicable procedures were revised and/or prepared lur Metropolitan Edison and NES prict to the outage and
' conform to the extent -practiedl with the requirements of the applicable sections of the ASME Boiley and Pressure Vessel Code.

2.0 DISCUSSION 2.1 General This report section describes the equipment and examination techniques used during this Inservice Inspection (ISI) Program, and provides a discussion of significant examination details and results. Test data (instrument calibration data and examination results) are on file at the TMI-I site. The following items are required for documentation of the ISI:

An itemization of the specific components / welds examined. This information is presented in Supplement A.

No new ultrasonic calibration standards were used during the outage 3.
The various nondestructive examinations were conducted in accordance with procedures prepared specifically for the TMI-I ISI Program. Approved procedure copies are on file at the TMI-I site.

The ultrasonic instruments were certified as calibrated in accordance with approved calibration procedures. Performance characteristics of the ultrasonic transducers are also documented.
2.3 Examination Techniques
- 1. Visual (VT)
Areas requiring visual examination were examined in accordance with procedures provided by Metropolitan Edison Co., (Met Ed).
Specific procedures, applicable to each item or category of items, defined areas of examination and data recording documentation methods.
- 2. Ultrasonic (UT)
Ultrasonic examinations were performed in accordance with Met-Ed Procedures prepared specifically for the TMI-I Program.
2.4 Calibration Standards The ultrasonic calibration standards used during the examinations were selected from the TMI-I calibration standard inventory.

recordable indication. The n.ut was replaced. The defective nut was examined by Meta 11ographic Techniques in'the GPUSC System Laboratory (See Lab Report
