In raply to Reference (b), the following information is hereby submitted.
ITEM OF NONCOMPLIANCE 10 CFR 50, fcpendix B. Criterion III, Design Control, states, in part,
" Measures shall be established to assure that applicable regulatory requirements and the design basis... for those structures, systems, and components are correctly translated into specifications, drawings, procedures, and instructions.
Design changes, including field changes shall be subject to design control measures commensurate with those applied to the original desiqn..."
The Yankee Operational Quality Assurance Program (YOQAP-1A) Sectim III states, in part, "A.
This section of the Operational Quality Assurance Program establishes measures to assure that the design of and changes to structures, systems, l

C.1 Satisfaction of this criterion shall be assured through implementation of:

The Maine Yankee FSAR states, in part, in Section 9.6.1, "The pumps, heat exchangers and interconnecting piping are designed to meet seismic criteria."

Contrary to the above, as of September 4,1961, the measures established to assure that plant design changes are controlled, permitted modification, in Septenber 1980, and subsequent operation of two component cooling heat exchangers, which are required to meet seismic criteria, without completion of a seicmic analysis.
This is a Severity Level IV Violation.

RESPONSE
Upon disclosure that the required seismic analysis had not been completed the heat exchangers in question were removed from service.
The ten inch unanalyzed NNS piping was disconnected prior to returning the heat exchangers to service. Subsequently, the seismic analyses haie been completed with the result that failure of the NNS piping would not cause a failure of the heat exchanger. Results of this analysis are available for inspection.
The procedure for design change and alteration has been changed to include check off provisions to ensure that all design requirements have been met and documented prior to placing a system in service.
Maine Yankee personnel responsible for plant changes have been trained in these procedural changes and reminded of the importance of obtaining the reouired documentation prior to system operation.
