SACRAMENTO MUNICIPAL UTILITY DISTRICT O 6201 S Street, Box 15830, Sacramento, California 95813; (916) 452-3211 DARRELL G EISENHUT, DIRECTOR DIVISION OF LICENSING 0FFICE OF NUCLEAR REACTOR REGULATION U S NUCLEAR REGULATORY COMMISSION WASHINGTON DC 20555 DOCKET NO. 50-312 RANCHO SECO NUCLEAR GENERATING STATION, UNIT N0. 1 TMl ACTION PLAN, NUREG-0737 J. Stolz, Chief Operating Reactors Branch #4, sent me a letter dated November 2, 1981 requesting a Technical Specification submittal concerning NUREG-0737 I tem I I.K.2.10.

The Sacramento Municipal Utility District is concerned that each individual issue requires a license change and associated 10 CFR 170 fee. The total financial impact of such fees will be considerable when each NUREG-0737 item is completed. The Distric

possibly approved by you but issuance would have to be delayed untilswe, s have completed our modifications as stated and approved by you.

The M9 approved amendments would not be effective until sometime in 1983 We would rather send you a single amendment that comples with the NUREG-0737 issues and have it reviewed uniformily. This would greatly simplify the review and approval process for both our staffs. These problems were discussed between R. Colombo and M. Padovan on December 7, 1981. Our completed submittal date of the acceptable NUREG items should be about September 1982. This should provide you with a sufficient review period prior to our return to power following the modifications necessary for compliance.

If you have any further questions related to this issue, please contact R. Colombo at Rancho Seco.
