This preliminary notification constitutes EARLY notice of events of POSS'IBLE national security or public interest signficance. The information is as initially received without verification or evaluation, and is basically all that is known by. IE staff on this. date.
Facility: Commonwealth Edison. Company Dresden Units 1, 2, and 3 Licensee Emergency Classification:
Docket Nos. 50-10; 50-237; and Notification of Unusual Event gg 50-249 Site Area Emergency General Emergency.

In votes lield between December 8-9, 1981, guards at both the Dresden.and Zion facilities rejected a strike.
Additionally, Region III (Chicago) has learned from the licensee that several guards were interviewed on tape by WMAQ-TV (unicago) and that allegations were made regarding:
use of alcohol ~and drugs on site, poor guard training, lack of training for actions against terrorist attacks, falsification of records and training in early 1978, alleged sleeping of licensed operators in the control room in 1980, and fear of job loss for-speaking to the licensee about these matters. The 1978 falsification matter and the 1980 sleeping operator incident have been investigated by Region III and enforcement action-taken. The FBI also investigated the 1978 matter.
Region III will contact WMAQ-TV to attempt to obtain details concerning the allegations.
This Preliminary Notification is for information only. No press release is planned by RIII at this time. The State of Illinois will be notified. RIII will continue to monitor and investigate as necessary.
