On November 9,1981, we requested additional information concerning your amendment application and supplements dated September 20, 1979, August 8, 1980, and July 30, 1981.

During a site visit on November 17-19, 1981, additional issues needing resolution were identified during discussions with HIS personnel and a facility tour.

During the discussion, it was learned that the analytical method described in the amendment application is intended to apply to the entire facility. Accordingly, the application should clearly identify the areas of applicability and the demonstration portion of the application must be expanded to cover all such areas.

Safety of units in the charge weigh and blending stations are based on moderation control. The lids on the charge trays currently in use do not ensure modaration control. The lid design should be modified or the analysis should be revised, accordingly.

In addition, the proposed individual units in the weighing and blending stations woulUrequire special handling equipment because of the weight of the units.

If these large unit masses are to remain in the application, the handling equipment should be described and accident analyses provided to ensure that moderation control will be maintained.

We will continue our review upon receipt of the information requested in both letters on the subject application. Our letter of November 9,1981 was identified with the wrong docket and license numbers. Please change the identification to the numbers above.
