/ppendix A of your letter notes the following violation.
Pancho Seco Technical Specification 6.P.I requi res that written procedures shall be established, implemented, and maintained covering the activities referenced in Appendix "A" of Pegulatory Guide 1.33, November 1972, " Typical Pro-cedures for Pressurized Water Reactors and Boiling Water Reactors."
Paragraph I of Regulatory Guide 1.33, November 1972, Appendix A, requires, in part, that maintenance which can effect the performance of safety-related equipment should be properly preplanned and performed in accordance with written procedures.
The Woodward Governor Bullet in 37708G describes the method one is to use to perform t he " speed set t ing stop adjustment" on the EG-BIO Hydraulic Actuator for the Emergency Disel Generators.
Contrary to the above, on September 8, 1991, the ' speed stop adjustment" was performed on the Diesel Generators without adherence to the procedure described in Bulletin 37708G.
This is a Severity Level 5 violation (supplement II).
District Reply The District is now in full compliance with the above item.

Procedure EM.191, Installation and Calibration of Emergency Diesel Generator Hydraulic Governor, was written covering, among other items, the method used to adjust the speed stop.
- 2) Maintenance Engineers and Technicians were notified of the new procedure.
