AFFIDAVIT OF KENNETH E. BEALE REGARDING INTERVENOR' S MOTION TO REOPEN THE RECORD ON EMERGENCY CONTENTION (CONTENTION A8)

Kenneth E. Beale, being first duly sworn according to law, comes forward and states:

My name is Kenneth E. Beale. I am employed by South Carolina Electric & Gas Company.as Emergency Planning Coordinator. In this position I am responsible for coordi-nating all emergency planning activities for corporate management organization, external offsite organizations, and the V. C. Summer Nuclear Station emergency organization. I am also responsible for insuring the installation and testing of the Applicants' offsite emergency warning system (sirens).

A statement of my professional qualifications has already been entered into the record of these proceedings.

As of December 17, 1981, all sirens composing the Public Alerting System for the V. C. Summer Nuclear Station have been installed, energized, and individually tested.

There are 104 sirens in the system. The central control system for the 104 siren network is undergoing testing at 8112220348 811218 %

the present time. The system is expected to be ready and available for overall system testing by the 15th of January, 1982, with actual testing scheduled for January 30, 1982.

Representatives from the Federal Emergency Management Agency and the Nuclear Regulatory Commission will be in attendance and will observe the tests.

At the current time, the Applicants are actively involved in the planning and coordination of this test with state and local agencies.

The public within the ten-mile Emergency Planning Zone within which the sirens are installed will be directly involved in the tests by virtue of having been sent a letter of notification and a survey form (Attachments 1 and 2, respectively).

Thus, Intervenor's statement in his Motion that "[t]here are no plans for an actual test of the collective activation from the V. C. Summer Plant, nor is the public being advised to listen to see if they can hear them" is not true. The entire system will be tested and the public will be advised and involved in order to assist in the appraisal of the sirens' effectiveness.

Dear Resident,

South Carolina Electric & Gas Company has installed a siren warning system for persons living within 10 miles of the Summer Nuclear Station.

Your home is in this 10-mile area. SCESG would like your help in learning how well the siren system works.

During November and December, each siren was individually tested to make sure th6t it worked properly. SCESG is now s ready for a complete system test of these sirens. The test will be during the week of January 25, 1982.

After the test, please fill in the enclosed card and mail it back to SCESG. The information that you give will help us learn if we need to make any changes in the siren system.

SCESG appreciates your help with this testing. If you have any questions about the test, please call our Nuclear Information Office at 345-1720, or 635-6454. Thank you.
