THE PARTIAL INITIAL DECISION OF DECEMBER 14, r

~
The Union of Concerned Scienti'sts requests an extension of the time for filing exceptions to the decision rendered by.
the Atomic Safety and Licensing Board in this proceeding on December 14, 1981.
Metropolitan Edison Company _(Three Mile Island Nuclear Station, Unit No. 1), Docket No. 50-289 (Restart),
j This extension is requested in the light.of the extraordinary length of the decision, and the fact that the Commission has ordered a comment period on the issue of immediate effectiveness to run simultaneously with the period _
f in'which the exceptions must be filed.
The decision itself 1
is an astounding 806 pages, which would render the filing of exceptions within the 10-day time' limit nearly impossible in $O3 1
I the absence of the simultaneous immediate effectiveness comment period.
Together, the two are an impossible burden.

2-Recognizing this fact, the Licensing Board stated that, with the simultaneous comment period before the Commission on the issue of immediate s
effectiveness, and considering the length of this Partial Initial Decision, an extension of time for filing of exceptions with the Appeal Board might be appropriate.
Id., at 805.
Accordingly, we request that an extension of time for filing exceptions be granted until 10 days after the comments, reply comments and oral arguments are heard on the immediate effectiveness issue.
