Emergency Preparedness Appraisal Response Cooper Nuclear Station NRC Docket 50-298, DPR-46 Your letter of September 10, 1981, required that Nebraska Public Power District respond to three significant Emergency Preparedness Appraisal findings by November 5,1981. Following discussions with your staff and by letter dated November 5,1981, Reference 1, it was agreed that the above information would be provided by November 16, 1981.

The following discussion responds to your request.

Radiation Monitoring a.

Required Action c

1.

The licensee shall describe the mechanism for indicating radiological conditions in the Operation Support Centers, Technical Support Center and the Emergency Operations Facility during and following an incident.

The licensee shall describe how personnel in each facility will be made aware of radiological conditions, e.g., radioactive airborne contamination and direct radiation, upon entering the facility and during s

occupancy of each facility.

2.

Page 2 November 16, 1981 minimize personnel exposure e.g., high range instrumentation with extendable probes. The licensee shall provide the capability to read emergency personnel TLDs and determine occupational exposure onsite on a 24-hour per day basis during an emergency.

b.

Agreed upon Date for Completion The licensee shall submit the above information, which will include-projected completion dates, to the NRC ' by November 5,1981.

Response

1.

The District has : evaluated the need for monitoring radioactive airborne contamination and direct radiation -

in the Operation Support Centers, Technical' Support Center and the Emergency Operations Facility. Based upon this evaluation, area radiation monitors will be installed in the Emergency Operations Facility, Technical Support Center and in each of the Operation Support Centers.

These area radiation monitors - will continuously monitor the radiation level in'ils respective area. Each monitor will be equipped with local readout and audible and visual alarm functions to alert personnel within the monitored area. Each of the above areas will also be equipped with a continuous air monitor with local readout and audible and visual alarm functions. These monitors will alert personnel within each of these facilities of increased airborne radioactivity levels.

The expected completion 'date for the installation of the Area Radiation Monitors and the Continuous Air Monitors in January 15, 1982.

2.

The District is aware that radiation survey instruments with extendable probes are advantageous in keeping exposures to the surveyor low while determining a much higher radiation field. This is a good ALARA practice.

However, it has been the District's experience that one type of such instrument is undependable and may cause more exposure to the surveyor when repeated measurements ultimately have to be taken. Another type of instrument has an extended but not an extendable probe. This instrument requires the detectors to be changed to measure a large variation in radiation fields.

This would be detrimental during an emergency and may -

cause confusion as to which detector should be used in any given situation.

Another extendable probe instrument has recently come on to the market. It has

'l two detectors within an extendable ~ probe and is advertised as being quite reliable.

We are actively

' Mr. Karl V. Seyfrit Page 3 November 16, 1981 researching this instrument and if findings are favorable, a sufficient number will be purchased and reserved for emergency use.

A purchase order for instruments will be issued by December 1,1981.

Our TLD vendor offers an emergency service which includes extra TLDs, instrumentation, and technical personnel to read and process TLDs onsite. Upon our notification, the vendor's augmentation of personnel and equipment can be accomplished with four to six hours.

Travel time from the vendor's facility to Cooper Nuclear Station may vary depending upon flight schedules, but this can be accomplished within a reasonable amount of time.

We have on file an agreement letter from the vendor concerning the above information.

Public Education and Information a.

Required Action The licensee shall disseminate to members of the general public within the ten mile EPZ, material to inform and educate the public concerning how they will be notified and what their actions should be in an emergency. This information shall include educational information on radiation; contacts for additional information, protective measures such as evacuation routes and relocation centers sheltering, respiratory protection and special needs of the handicapped.

In the dissemination process, the licensee shall make special provisions to place this information at points where the transient population will have access to it.

Further, the licensee shall ensure that preplanned initial and followup messages to the public are available for broadcast immediately following initiation of the alert and notification system and shall identify the individuals by title who are responsible for transmittal of such messages to the radio station during an emergency.

Agreed Upon Date for Completion The licensee shall submit docum:ntation to the NRC showing that the above actions are completed by November 5,1981.

Response

The District has provided an information booklet (Attachment 1) ; members of the general public living within the ten mile EPZ. A total of 2,951 individual booklets were mailed in addition to 4,752 booklets mailed in bulk to government agencies and transient centers (campgrounds, motels, industries, etc.). On October 29, 1981, the District mailed a follow-up letter with mailback card to update our j

mailing list.

(Attachment 2). The following individuals have the authority to transmit these messages to the appropriate radio stations in the respective states:

Required Action The licensee shall provide respiratory protective equipment for all onsite personnel. The equipment shall be located in areas safely and quickly accessible by onsite personnel (e g., the Control Room, OSCs, TSC, and EOF).

The licensee shall assure the NRC that all personnel will maintain their capability to. safely and efficiently don appropriate respiratory protective equipment.

Response

The District has evaluated the respiratory protection equipment currently available to personnel in the event of an emergency at CNS. Based upon this evaluation, the District believes that adequate protection is available to emergency response personnel. It is not the intention of the District to provide respiratory protection equipment to all onsite personnel, only those individuals with emergency responsibilities.

Personnel stationed in the Operation Support Centers will evacuate from these areas, if increased levels of airborne radioactivity are detected. An alternate EOF is provided if evacuation of the Emergency Operations Facility is required.

Those individuals stationed in the Technical Support Center will evacuate to the Control Room if increased airborne radioactivity is detected. Plans have been formulated however, to move the Technical Support Center from the Computer Room.

The planned location for the Technical Support Center will include a portion of the existing Control Room and acdacent office space. This will enable the District to meet long term Technical Support Center criteria and to improve Cooper Station's emergency response capabilities. The Control Room portion of the planned TSC currently meets habitability requirements and plans are being formulated for the adjacent office area portion to meet the habitability requirements.

Therefore, in the interim, a supply of full face particulate respiratory devices will be stored in the Control Room and later a portion of these will be moved to the Technical Support Center portion of the Control Room. These devices will provide respiratory protection for individuals leaving the Technical Support Center. Three self-contained breathing units are also stored in the Control Room which will enable an individual to enter airborne radioactivity areas for the purpose of collecting additional self-contained breathing apparatus should airborne concentrations exceed the protection factor of the full face particulate units. Thirty self-contained breathing units are located in various location throughout the facility for fire protection and rescue purposes. These may be collected by the Control Room or Technical Support Center personnel if required.

All CNS emergency workers are provided respiratory protection training to enable them to maintain their capability to safely and efficiently don appropriate respiratory

CNS is planning to initiate a policy where by beards or facial hair interfering with the respiratory protection devices facial seal area will be prohibited.

This precautionary measure has been taken because of an abnormal operating condition which could affect the level of safety within the plant.

There has been NO RELEASE of radioactivity offsite, and there is N0 immediate danger to the general public.

Persons within a ten-mile radius of the plant should tune to their Emergency Broadcast System (EBS) Station. Also, persons within this area are requested to refamiliarize themselves with the booklet, previously distributed by NPPD which % scribes what to do in the event of an abnormal condition at Cooper Nuclear Station.
