These categories are:

For each category, the Emergency Plan and Emergency Plan Implementing Procedures describe the actions to be taken to respond to the unusual or emergency situtation.

4.2 Initial Response Organization - The emergency response organization, primarily composed of plant staff personnel, which must be able to augment the onsite plant personnel within 60 minutes of being notified.

6.0 DISCUSSION 6.1 Organization of the Emergency Plan Implementing Procedures 6.1.1 The Arkansas Nuclear One Emergency Plan describes g!nerally the provisions taken and commitments made to cope with unusual or emergency situtations. step-by-step instructions and checklists :re contained in the Emergency Plan Implementing Pro-cedures.

6.1.2 The 190X.XX series of procedures have been designated as Emergency Plan Implementing Procedures. Within this series designator, subjects and responsibilities for the Emergency Plan Implementing Procedures have been sub-divided as follows:

A. 1903.XX - The Emergency Planning Coordinator has primary responsibility for these proceduree. This series of procedures contains the majority of the

(^'; ARKANSAS NUCLEAR ONE REVISION 2 DATE 6/22/81 Nd CHANGE DATE 6.2 Relationship of the Emergency Plan Implementing Procedures to Other Plant Procedures 6.2.1 Activation of the Emergency Plan does not supersede the use of other plant procedures. Rather, the Emergency Plan implementing Procedures are intended to supplement normal plant procedures and do not supersede other plant procedures unless they specifically state so.

6.2.2 Operations personnel actions to recognize and recover from unusual or emergency condicians are contained in U/' AA46 :

s. Emergency Operating Procedures, 1200 and 2200 series procedures. The 1903.1X procedures contain the guidance for classifying unusual or emergency conditions into Emergency Action Levels for purposes of the emergency organization response.

6.2.3 Requirements for radiological monitoring and personnel exposure limits are contained in the Technical Analysis Procedures, 1600 and 2600 Series Procedures. However, in the event of an emergency, allowable exposure limits may be increased above the normal radiation exposure f ~3 limits in accordance with the requirements contained (v ) in procedure 1903.33, "Re entry Guidelines".

6.2.4 The participation of the security force in the overall emergency response is described in the Emergency Plan Implementing Procedures. However, sensitive details of the response of the security force to an emergency are contained in the Security Plan Implementing Procedures (1043 Series Procedures).

6.2.5 Communications with the media in the event of an emer-gency shall be in accordance with procedure 1000.21, "Public Communications.". ,

6.2.6 Preparation and review of written reports to the Nuclear Regulatory Commission to close out an emergency shall be in accordance with Procedure 1000.08, " Regulatory Reporting and Communication".

6.2.7 Training of Arkansas Nuclear One personnel on their emergency-related responsibilities and drills and exercises to maintain emergency readiness shall be in accordance with l the 1023 Series Procedures.

4.0 DEFINITIONS 4.1 Emergency Response Organization (ERO) - The AP&L emergency response organization, composed of plant and General Office personnel, which is ac ivated to augment the resources of the Inftial Response Organiz-ation for more serious events. A diagram of this organization is shown in Attachment 1.

4.2 Initial Response Organization (IRO) - The emergency response organization, primarily composed of pland personnel, which must be able to report to the plant within 60 minutes tof being notified. A diagram of this organi-zation is shown in Attachment 2. This organization is composed of the Operations Staff on duty, the Duty Emergency Coordinator, the Shift Technical Advisor and the Plant Emergency Response Teams.

4.3 Onsite Technical Support Center - The location within the ANO Admini-stration Building equipped with inscrumentation and communication systems and facilities useful in monitoring the course of an accident; this center is located in the 4th floor Planning & Scheduling area.

4.4 Onsite Operational Support Center - The ANO Administration Building; g the normal work location for an individual is used as the reporting area in this center with the following exceptions:

5.0 RESPONSIBILITIES h0TE: Unless otherwise indicated, a position should be filled by AND personnel bearing the same title.

5.1 The Emergency Response Organization is dividied into four sreas of resp <,nsibility: recovery, technical support; communications, and (non-technical) support. Recovery is directed by the Recovery Manager with advice and support from the Incident Response Director. Support of the Recovery Manager may be provided both onsite and offsite a:.d is the responsibility of t' e .Encident Response Director.

5.2 The Incident Response Director (IRD) is the individual responsible to Arkansas Power & Light corporate management for overall direction of the response to an incident. As such, he is responsible for assuring the continuity of resources (technical, administrative and matc rial) required for continuous operations of the Emergency Response Organiza-tion for a protracted period. The Incident Response Director is the primary authority for the Company and must approve public information releases prepared by AP&L. In the absence of the Incident Response Director, the Technical Support Manager shall assume his duties.

This position should be filled by the Senior Vice President of Energy Supply.

In addition, the Assistants to the Intiabnt Response Director are re-sponsible for preparing and distributing periodic progress reports to the entire Emergency Response Organization in order to assure that each portion of the organization is working with current and consistent information. The Assistants to the Incident Response Director also coordinate responses to requests for information by non-AP&L groups (local, state, federal, other Utilities, etc.). In the absence of the Incident Response Director and the Technical Support Manager, an Assistant to the Incident Response Dircetor assumes the d, ties of the Incident Response Director.

These positions should be filled by the Director of Technical and Environmental Services and the Director of Fossil Operations.

5.4 The Recovery Manager assumes the duties of the Duty Emergency Coordi-nator and has authority.t.o take any action he deems necessary to place the plant in a safe configuration. The Recovery Manager has the re-sponsibility for decisions regarding emergency operocions at the plant.

In the absence of the IRD, the Technical Support Manager and the Assistants to the IRD, the Recovery Manager assumes the duties of the Incident Response Director.

('-') The Operations Manager, the Maintenance Manager, the Maintenance Super-intendents, and their ataffs report to the Recovery Manager to assist him in planning and directing corrective and recovery actions. The Emergency Recovery Team is assembled by the Recovery Manager and functions under his directica. In the absence of the Recovery Manager, the Operations Manager, the Maintenance Manager or the Operations Superintendent of the unaffected unit (in that order) assumes the duties of the Recovery Mac,ger.

This position should be filled by the ANO General Manager.

5.5 The Operations Manager is responsible for assisting the Recovery Manager in planning and direct lng cor rective or recovery actions.

In the absence of the Recovery Manager, the Operations Manat,er assumes the duties of the Recovery Manager.

5.6 The Maintencnce Manager is responsible for assisting the Recovery Manager in planning and directing corrective or recovery actions.

In the absence of the Recovery Manager and the Operations Manager, the Maintenance Manager assumes the duties of the Recovery Manager.

5.8 The Planning and_ Scheduling Supervisor is responstole for coordinating the activities of plant personnel not assigned to specific teama.

5.9 The Operations Superintendent is the primary authority i,n the Control Ecom of his designated unit. He shall determine plant conditions, make recommendations and provide updates to the Recovery Manager.

In the absence of the Recovery Manager, Operations Manager, and the

, - i. w ,4 a re ,s Maintenance Manager, the Operations Superintendent of the unaffected unit shall assume the duties of the Recovery Manager.

5.10 The Shift Technical Advisor shall assist the Shift Operations Super-visor in the Control Room of the affected Unit to follow the course of the emergency and mitigate its consequences.

5.11 The Technical Support Manager is responeible for technical support activities. He is also responsible for coordinating AP&L off site radiological monitoring efforts with the Arkansas Department of Health and Nuclear Regulatory Commission. In the absence of the 7s Incident Response Director, the Technical Support Manager assumes

This position should be filled by the Assistant Vice President of Nuclear Operations.

5.12 The Nuclear and Engineeril 2 Support Superintendent is responsible for providing advice on plant design and coordinating engineering ac-tivities in the areas of analysis, design modifications and system response.

This position should be filled by the ANO Engineering and Technical Support Manager. t 5.13 The Health Physics and Chemistry Superintendent is responsible for supervising onsite health physics and chemistry activities. These activities include onsite radiological monitoring, decontamination, initial dose assessment calculations, initial magnitude of radio-logical relense calcul-t4,ns, primary side chemistry raatrol and sampling, and secondary side chemis ry control and sampling.

This position should be filled by the ANO Technical Analysis Super-intendent.

5.18 The Dose Assessment Supervisor is responsible for calculating magnitude of radiological releases and doses to individuals offsite.

This position should be filled by the Manager or Technical Analysis.

5.19 The Onsite Monitoriag and Health Physics Supervisor is responsible for monitoring onsite radioactivity levels, monitoring personnel exposures and directing Health Physics activities onsite. The Onsite Radiological Section of the Emergency Radiation Team reports to him following activation of the Emergency Response Organization.

This position should be fihled,by the ANO Health Physics Superintendent.

5.20 The Radiochemistry Supervisor is responsible for sampling and analysis of primary plant coolant and liquid and gaseous radioactive wastes.

5.21 The Chemistry Supervisor is responsible for sampling and analysis of secondary plant fluid systems.

5.22 The Offsite Monitoring Supervisor is responsible for directing AP&L offsite radiological monitoring activities. This effort shall be supplemented by AP&L laboratory personnel from the Technical Analysis Section of the Technical and Environmental Services Department, located in Little Rock. The Offsite Radiological Monitoring Section of the

~ Emergency Radiation Team reports to him following activation of the

5.24 The Support Superintendent is responsible for coordinating non-technical support. He reports directly to the Incident Response Director.

This position should be filled by the Director of Administrative Services and Project Support.

5.25 The Logistics and Procurement Coordinator is responsible for obtaining any additional facilities, equipment, supplies and transportation re-cw w e w An -quired to support the Emergency Response Organization.

This position should be filled by the ANO Administrative Manager.

5.26 The Financial Services Coordinator is responsible for maintaining the payroll, and any other roqcired financial assistance.

This position should be filled by the Manager of Financial Services.

5.27 The Office Services Coordinator is responsible for word processing, drafting, maintaining files and documentation in the Little Rock

This position should be filled by the Office Services Coordinator.

5.28 The Site Security Coordinator is responsible for controlling access to the plant and to the Emergency Control Center. He is responsible for personnel accountability within 1he exclusion area and at the Emergency Control Center. He shall also coordinate Arkansas Power &

Light security efforts with local law enforcement authorities. The Emergency Evacuation Team reports to him following activation of the Emergency Response Organization.

5.?9 Tha Facilities Maintenance icoordinator is responsible for repairs and maintenance of the Emergency Control Center and of the equipment and facilities which have been brought in to promote recovery from the incident. He should work clocely with the Logistics and Procurement Coordinator to obtain any waterials or additional facilities requested of him.

This position should be filled by the ANO Plant Services Supervisor.

The plant Emergency Fire and Emergency Medical Teams report to him following activation of the Emergency Response Organination. The Emergency Services Coordinator should work closely with the Recovery Manager.

This position should be filled by the ANO Safety and Fire Prevention Coordinator.

5.31 The Site Office Services Coordinator is responsible for documentation ew 3 '.CA . M of. decisions and events, as well as word processing, drafting, main-taining files, etc., onsite.

This. position should be filled by the ANO Of fice Services Supervisor.

5.32 The Corporate Security Coordinator is responsible for security of the Arxansas Power & Light General Office and executives. He may also be required to implement security for AP&L community offices and far other plant sites.

This position should be filled by the Manager of Corporate Security.

'~' 5.33 The Communications Superintendent is responsible for releases of in-formation by Arkansas Power & Light. He should provide for recording discussions between the Incident Response Director and the Recovery Manager, the Nuclear Regulatory Commission, the Technical Support Manager, and the Support Superintendent. He shall then prepare in-formation from these discussions for release and obtain approval for release of any information from the Incident Response Director.

The Communications Superintendent, as the media spokesman for Arkansas Power & Light shall then deliver this information to the Governmental Advisory Coordinator and Utility Advisory Supervisor, and then to the TV, radio, had. press at interviews or conferences as scheduled by the Media Relations Coordinator. In the absence of the Communications Superintendent, the Media Relations Coordinator assumes his duties.

This position should be filled by the Vice President of Corporate Communications.

5.34 The Media Relations Coordinator is responsible for coordinating media requests for information or interviews, and for scheduling interviews, press conferences, etc., for the Communications Super- )

C' ARKANSAS NUCLEAR ONE Revision 2 DATE s/29/8i s_/ CHANGE DATE 5.35 The Utility c.dvisory Supervisor is responsible for releasing informa-tion to Arkansas Power & Light employees, other utilities, and utility information service organizations such as Atomic Industrial Forum, Electric Power Research Institute, Edison Electric Institute, and the Institute of Nuclear Power Operations.

This position should be filled by the designated Communications Editor.

5.36 The Governmental Advisory Coordinator is responsible for assisting the Governmental Advisory Coordinator by informing the elected AA 244w- mofficials in the communities and counties in the area of the plant.

He is also responsible for ensuring that a representative of the l Arkansas Power & Light organization is dispatched to each principal offsite governmental emergency operations center (e.g., County Emergency Operations Center) to provide coordination with govern-mental groups. .

This position should be filled by the Director of Public Affairs.

5.37 The Local Advisory Supervisor is responsible for assisting the Govern-mental Advisory Coordinator by informing the elected officials of 73 the communities and counties in the area of the plant. He is also

responsible for ensuring that a representative of the Arkansas Power

& Light organization is available to each principal offsite govern-mental emergency operations center (e.g. County Emergency Operations Center) to provide assistance to the governmental groups.

5.38 The Decision Secretary assists the Emergency Response Organi-zation in decision-making by summarizing alternatives and their consequences.

This position should be fihled.by the Director of Generation Technology.

2.0 SCOPE This procedure is applicable to emergency situations involving Unit One' and/or Unit Two.

4.2 Tne Protected Area is the area encompassed by physical barriers and to which access is controlled (i.e., the security fence).

4.3 Onsite Technical Support Center - The location within the ANO Admin-istration Building equipped with instrumentation and communication systems and facilities useful in monitoring the course of an accident; this center is located in the 4th floor Planning & Scheduling area.

4.4 Onsite Operational Support Center - the ANO Administration Building; the normal work location for an individual is used as the initial reporting area in this center with the following exceptions:

V 5.2 The Duty Emergency Coordinator is responsible for coordinating activities associated with a Plant Evacuation (to include informing the Duty Emergency Coordinator / Recovery Manager of personnel account-ability results).

5.3 Security Personnel are responsible for evacuation and personnel account-ability following a Plant Evacuation.

5.4 The Emergency Evacuation Team is responsible for assisting Security Personnel (as directed) in evacuation and personnel accountability; the Materials Management personnel may assist with assigned duties onsite, as necessary; the Training personnel may assist with assigned duties off-site, as necessary.

5.5 The Emergency Medical Team is responsible for aiding and decontaminating injured personnel identified during a Plant Evacuation.

6.0 SYMPTOMS 6.1 Unevaluated general area radiation levels exceeding 2.5 mrem /hr outside of the controlled access areas which are not attributed to any cause other than a possible radiological incident.

6.2 Unevaluated airborne radioactivity in excess of 1 x 10 -9 pCi/cc measured outside of the controlled access areas.

6.3 An uncontrolled toxic gas leak where the hazard is not confined to a local area and the conditions continue to increase in severity.

7.2 Upon verification, the Shift Opera'. tons Supervisor shall contact, by the most expedient snins, the following groups, as necessary, and provide them with designated assembly area, evacuation route (s-)

(based upon symptoms and prevailing wind direction) and protective measures, as necessary:

7.2.1 Main Guard Station 7.2.2 Emergency Evacuation Team NOTE: The evacuation announcement should include evacuation routes and designated assembly area (*.his announcement should be repeated several times, if possible).

7.3 The Shift Operations Supervisor shall declare a Plant Evacuation over 7s the Public Address System and sound the plant evacuation alarm.

7.4 Shift Operationc Personnel on duty should report to the Control Room.

8.0 FOLLOW UP ACTIONS 8.1 Determine if any Emergency Action Level criteria have been exceeded.

(Refer to 1903.10, " Emergency Action Level Response").

8.2 Shift Operations personnel which are onsite but not on duty should 4

report to the Control Room from the appropriate response center.

8.3 Personnel other than Shift Operations Personnel in the Controlled Access Areas shall proceed to the Controlled Access points and monitor themselves, if possible, prior to exiting.

I 8.4 Security / Emergency Evacuation Team personnel should take the following actions:

A. Advise exiting personnel of the designated evacuatior.

8.4.2 Security personnel shall, upon ANO personnel clearing each applicable area, lock up their post, as necessary, and then assemble at the Main Guard Station (or as directed) for '

8.5 Personnel other than the emergency response personnel shall proceed to their respective Guard House and then to the designated assembly area (the Emergency Control Center unless directed otherwise).

8.6 Emergency response personnel shall report to their pre-assigned I, assembly areas unless directed otherwise. A list of reporting individuals should be provided to the Technical Support Center for accountability purposes (refer to 1903.10, Attachments 1-8 for the applicable rosters, as necessary).

8.7 Security / Evacuation Team personnel shall account for personnel re-

8.8 When the plant is determined to have returned to a condition where the Plant Evacuation is no longer required, the Duty Emergency Coordinator may terminate the Plant Evacuation.

9.0 EVACUATION OF TIIE ONSITE TECllNICAL SUPPORT CENTER AND OPERATIONAL SUPPORT CENTER The Onsite Technical Support Center and the Onsite Operational Center are not evacuated in the event of a Plant Evacuation. The Onsite Radiological Monitoring Section shall monitor radiation levels while the centers remain occupied. However, if the following symptoms are observed, actions shall be taken in accordance with Section 9.2 and 9.3.

9.1 Symptoms 9.1.1 Area radiation monitor alarm indicates radiation levels above 2.5 mR/hr.

9.1.2 NMC alarm indicating particulate airborne of 450 CPM above background or gaseous airborne of 10 CPM above background.

9.3 Follow-Up Actions I 9.3.1 The Onsite Radiologrcal Monitoring Section shall increase surveillance of NMC and iodine cartridge to once per hour.

9.3.2 Reset Area Monitor alarm to 100 mR/hr and evaluate pro-jected personnel accumulated dose rates versus projected stay time at those levels.

NOTE: Necessary respiratory protection equipment should be obtained from the Onsite Radiological Monitoring Section of the Emergenc3 Radiation Team.

9.3.3 If the iodine concentration exceeds 1x10' pCi/ce, re-spiratory protection or evacuation is required. 3 g-) 9.3.4 If the radiation level is greater than ICE mR/hr but less (m,/ than 1 R/hr:

A. 30 minutes may be allowed to determine if it is a temporary conoition or a long-term condition.

B. If it is determined that a temporary condition exists, evaluate the projected personnel accumulated dose.

C. If it is determined that a long-term condition exists, evacuation of the Onsite Technical Support Center and Operational Support Center will be required.

9.3.5 If radiation levels reach 1 R/hr, immediate evacuation of the Onsite Technical Support Center and Operational Support Center is required.

9.3.6 If the Technical / Operational Support Centers are evacuated, Security personnel shall take the following actions:

A. Lock the entrances to the plant.

B. Dispatch Security officers, as necessary, to the Control Room to aid in access control to the plant.

C. Set up security posts, as necessary, to control access s to the plant area.

4.2 The Exclusion Area is that area surrounding ANO within a minimum radius of 0.65 miles of the reactor buildings and controlled to the extent necessary Sy AP&L during periods of emergency.

5.0 RESPONSIBILITIES 5.1 The affected unit's Shift Operations Supervisor is responsible for declaring an Exclusion Area Evacuation when any of the symptoms contained in Section 6.0 occur. The Duty Emergency Coordinator /

Recovery Manager is responsible for declaration if the Emergency Response Organization has been activated.

7.0 IMMEDIATE ACTIONS 7.1 Any person who ident.i fies any of the emergency conditions described in Section 6.0 should notify the affected unit's Shift Operations Supervisor.

7.2 Upon verification, the Shift Operations Supervisor shall contact by the most expedient means the following groups, as necessary, and pro-vide them with Designated Assembly Area, Evacuation Route (s) (based upon symptoms and prevailing wind lirection) and protective measures, as necessary:

7.2.1 Main Guard Station.

7.2.2 Emergency Evacuation Team (if onsite).

NOTE: The evacuation announcement should include evacuation routes and designated assembly area.

8.2 Shift Operations Personnel which are onsite but not on duty should-report to the Control Room from the appropriate response center.

8.3 Security / Evacuation Personnel shall direct personnel within the  !

affected areas to evacuate and, if necessary, proceed to the de-signated assembly area (normally, the Emergency Control Center).

5.5 Notify Security that the Russellville Fire Department has been called and inform them of the proper access point. Security guards should meet the fire trucks and escort them through the plant gates and to the scena of the fire.

5.6 At the scene of the fire, the Russe 11viile Fire Department shall coordinate its activities with the AND Emergency Fire Tcam Leader.

In the absence of the Emergency Fire Team Leader, the Fire Department shall request and coordinate the support of other fire departments.

5.7 If the Russellville Fire Department and ANO personnel require f arther assistance to fight a fire, the Russellville Fire Department saould request and coordinate the support of other fire departments.

5.8 If a fire occurs in a radiation area, ANO personnel trained in radie ~ on protection shall be available to assist the fire-fighting personnel. Fire-fighters should follow the instructions given by these ANO personnel for their protection.

Each classification is associated with a particular set of actions to be taken to cope with the situa-tions included in that classification. The emergency action levels are graded to allow a situation to be escalated or de-escalated from one level to another should the severity of the situation change. The four emergency action levels are:

Unusaal Event Alert Site Emergency General Emergency 5.2 Unusual Event - This is the least severe of the four Emergency Action Levels. It includes thore situations which, unless complicated by ou 1r factors, pose no haca to the public but for which contact is estaoiished with state and federal officials to provide th.-m with current information on unusual events which are occuring or have occurred at ANO. Typically these situations are brought under control  :

and terminated in less time than it takes to activate the emergency response organization. One of the purposes for this Emergency Action 7-(_j Level is to provide a random, unscheduled test of the communication j link hetween the plant and state and federal officials.

These situatio..s, unless upgraded to a more severe Emergency Action Level, pose no harm to the public but confirmatory radiation monitoring by the state may be desired in orec to vegify that no harm has occurred.

5.4 Site Emergency - This Emergency Action Level includes these situations for which plant, state and federal officials are mobiliz.ed so that emer-gency response centers are man:ted, and personnel required for evacuation of near site areas are available should the situat4cn become more serious. Situations classified under the Site Ener3cacy Action Javel should also be those for which it is prudent to prsvide early warning to the population within the Emergency Planning Zone so they may be in a state of readiness should the situation become more serious.

5.5 Gegyv.11 Emergency - This is the most severe of the f our Emergency Action Levels. This Emergency Action Level includes chose situations for which plant, state'and federal officials are notified so they may take predetermined protective actions, such as sheltering or evacuation of the public, in order to minimize the potential for radiological 7s exposure of the public. For these situations, early warning is pro-(j vided to the population within the Emergency Planning Zone so they may be ready to take protective action.

5.6 Emergency Planning Zcue (EPZ) - The EPZ considered by this procedure is the Inhalation Zone - that area within approxicately a 10 mile radius of ANO.

5.7 Onsite - The area within the Exclusion Area Boundary.

5.8 Offsite - Those areas not covered by Section 5.7.

5.9 Onsite Technical Support Center - The location within the ANO Admin-istration Building equipped with instrumentation and communication sys-tems and facilities useful in monitoring the course of an accident; this center is located in the 4th floor Planning & Scheduling area.

5.10 Onsite Operational Support Center - The ANO Administration Building; the normal work lacation for an individual is used as the reporting area in this center with the following exceptions:

6.2 Personnel Responsibilities and Required Actions For the Unusual Event Emergency Action Level, the follcwing actions shall be taken by members of the Initial Response Organization, as described in the Arkansas Nuclear One Emergency Plan:

6.2.1 Shift Operations Supervisor A. Once the Shift Operations Supervisor has determined that the Unusual Event Emergency Action Level should be declared, he shall:

1. Assure the appropriate procedures are being imple-mented to mitigate the consequences of the Unusual Event.
2. Implement the Unusual Event Emergency Action Level notifications, and record these notifications as shown on 7orm 1903.10A of this procedure.

6.2.2 Shift Technical Advisor A. The Shift Technical Advisor shall assist the Shift Operations Supervisor in incident assessment.

6.2.3 Shift Administrative Assistant A. When directed by the Shift Operations Supervisor the Shift Administrative Assistant shall initiate the Un-usual Event Shift f.dministrative Assistant Notification List and Record, Forni 1903.10B of this procedure. The Shift Administrative Assistant shsll also respond to g3 incoming calls to the control room during the incident

D. In the absence af the Shift Adminstrative Assistant, the Shift Operations Supervisor shali appoint an in-dividual to initiate the Unusual Event Shift Adminis-trative Assistant Notification List and Record. C. The Shift Administrative Arcistant shall assist opera-tions personnel as directed by the Shift Operations Supervisor.

6.2.4 Duty Emergency Ccordinator A. If not on site, and if deemed necessary, the Duty Emer-gency Coordinator may report to the site to direct any necessary emergency response operations, so as to free the Shift Operations Supervisor to direct reactor opera-tions.

C. At the termination of the event, the Duty Emergency Coor-dinator shall verbully close out the event and prepare a written summary for Plant Safety Committee review, in accordance with Section 6.3 below.

6.3 Termination or Escalation of ,F3;f tency Action Level 6.3.1 The Unusual Event Emergency Action Level may N. terminated by the Duty Emergency Coordinator after review of the event and implementation of appropriate corrective action.

6.3.2 The Unusual Event Emergency Action Level may be escalated to a higher Emergency Action Level if the Criteria of Sections 7.0, 8.0, or 9.0 are met.

6.3.3 The Unusual Event Emergency Action Level may be closed out after being terminated by a verbal summary from the Duty Emer-gency Coordinator to offsite authorities who were contacted 7 _. during the event. A written summary of the event shall be

A. The Emergency Response Team L'eaders or Alternates are notified by the Shift Administrative Assistant that an Alert has been declared.

B. For situations requiring the support of a particular Emergency Response Teagy the Team Leader or Alternate shall be requested to call out and assemble the team.

The Team Leader or Alternate shall report to the Duty Emergency Coordinator when the team is assembled'.

C. For situations not requiring the immediate support of an Emergency Response Team, the Team Leader or Alternate .

shall contact the other team members and appraise them of the situation. The team members shall remain on call until notified that the Emergency Action Level has been terminated.

ARKANSAS NUCLEAR ONE atvisioN k/ 2 oAre 06/1o/81 CHANGE DATE 8.0 SITE EMERGENCY 8.1 Classifications Criteria 8.1.1 Project'ed summed off-site dose rates from either unit exceed SmR/hr whole body or 25 mR/hr thyroid dose rate assuming annual average X/Q and actual wind speed. 8.1.2 Installed instrumentation or as calculated indicates the-RCS is in a saturated condition. 8.1.3 Ongoing security threat within plant buildings, but not within the Control Room or vital areas. 8.1.4 Evacuation of the Control Roon required and control of systems required for maintaining the unit in a safe condition cannot be established. 8.2 Personnel Responsibilities and Required Actions For the Site Emergency Emergency Action Level, the following actions shall be taken by members of the Initial Response Organization and 7-s the Emergency Response Organization, as defined in the Arkansas (j Nuclear One Emergency Plan: 8.2.1 Shift Operations Supervisor A. Once the Shift Operations Supervisor has determined that the Site Emergency Emergency Action Level should be placed into effect, he shall:

The Shift Technical Advisor shall assist the Shift Operations Supervisor in incident assessment. 8.2.3 Shift Administrative Assistant A. When directed by the Shift Operations Supervisor, the Shift Adminstrative Assistant shall initiate the Site Emergency Shift Administrative Assistant Noti.fication List and Record, Form 1903.10H of this procedure. The Shift Administrative Assistant shall also respond to incoming calls to the control room during the incident. B. In the absence of the Shift Administrative Assistant, the Shift Operations Supervisor shall appoint an Admin-istrative Assistant Notification List and Record. If additional assistance is needed, the Shift Operations Supervisor may appoint individuals to assist in perform-ing notifications. C. The Shift Administrative Assistant shall assist opera-e- tion: perronnel as directed by the Shift Operations Super-7 x, / visor. 8.2.4 Duty Emergency Coordinator A. If not on site, the Duty Emergency Coordinator shall re-port to the site when notified of a Site Emergency. He shall direct emergency, response operations so as to free the Shif t Operations Supervisor to oversee reactor opera-tions. B. The Duty En.ergency Coordinator s;iall initiate the Site Emergency Duty Emergency Coordinator Notification List and Facord, Form 1903.101 of this procedure. . C. The Maintenance Superintendents are notified by the Shift Administrative Assistant that a Site Emergency has been declared. B. The Maintenance Superintendents shall immediately report to the Onsite Operational Support Center when actified that a Site Emergency has been declared. 8.3 Termination or Escalation of Emergency Action Level 8.3.1 The Site Emergency Emergency Action Level may be de-escalated to a lower Emergency Action Level or be terminated by recovery covery from the event. 8.3.2 The Site Emergency Emergency Action Level may be escalated to a General Emergency Emergency Action Level is the criteria of section 9.0 is met. 8.3.3 The Site Emergency Emergency Action Level may be closed out af ter being terminated by a briefing by the Recovery Manager 73 to the appropriate offsite authorities. As notifi-cations are completed, initials and time should be placed on the line in the right hand margin by each step. Loss of fuel cladding integrity must involve greater than 1% failed fuel (or equivalent reactor coolant system activity); loss of reactor coolant system integrity must involve leakage in excess of makeup capacity; loss of containment integrity must involve mechanical equipment failure (containment purge valves not closed, airlock cannot be closed) or structural damage which would result in uncontrolled leakage from the reactor building. 9.1.3 Ongoing security threat within the Control Room or vital areas. 9.2 Personnel Responsibilities And Required Actions For the General Emergency Emergency Action Level, the following actions

The Shift Technical Advisor shall assist the Shift Operations Supervisor in incident assessment. 9.2.3 Shift Administrative Assistant A. When directed by the Shift Operations Supervisor, the Shift Administrative Assistant shall initiate the Gdneral Emergency Shift Administrative Assistant Notification List and, Record, Form 1903.10K of this procedure. The Shift Administhative Assistant shall also respond to incoming calls to the control room durinE the incident. B. In the absence of the Shift Administrative Assistant, the Shift Operations Supervisor shall appoint an individual to initiate the General Emergency Shift Administrative Ass'istant Notification List and Record. If additional assistance is needed, the Shift Operations Supervisor may appoint individuals to assist in performing noti-fications. C.
