Dear Mr. Carter,
I live wituin ten miles of the Indian Point nuclear reactor, and am concerned with the condition of the plant and the operational procedures there'as it may affect myself and my com-munity. I understand that hearings are scheduled to be held regarding licensing of the plant's operation, and I'd like an opportunity to make my concerns known to the licensing board.

Dear Mr. Carter:
No doubt, many objections have crossed your desk complaining of poor planning and communications concerning the Indian Point Evacuation Plan.
I have read the newspapers and other literature on this subject and if their accounts are factual, I consider my-self fairly well informed. What bothers me most is the complete lack of concern either by Consolidated Edison, The Nuclear Regula-tory Commission, Westchester County, the State of New York and the Department of Corrections (NYS) for the welfare of the inmates incarcerated at the 3 state priscns, 2 county jails and several other municipal jails. Nor does there appear to be any concern for the corrections officers at any of these facilities.
As one who lives within the shadow and sound of Indian Point, I assure you my letter is not a reaction to " bad press."
I am genuinely interccted in the cafety and welfarc of all my ncightcrc including those who have made serious mistakes that sent them to prison. One has to wonder what would happen in the event of an accident.... would the keepers and the kept revert to the "every man for himself" philosophy? Would this be an additional hazzard to my neighbors? Has this been considered in planning an evacuation?
I have to ask these questions, Mr. Carter, because the so-called plan has never been made public beyond the availability at the White Plains Public Library.
Perhaps copies should be made available in.
every local public library or by purchase.
The first responsibility of government is to protect it's citizens.
