Dear Mr. Secretary:
I have just appointed a Regulatory Reform Task Force to explore ways to make a basic overhaul of the licensing process for nuclear power plants.
Proposed legislative and internal reforms will be developed to streamline the licensing process in line with the following objectives:
creation of a more effective and efficient vehicle for raising and resolving legitimate public safety and environmental issues regar. ding the applications under review; development of means for more effective future use of NRC resources in the licensing of new plants; avoiding regulatory uncertainty and the placing of unjustifiable economic burdens on utilities that may wish to build a nuclear plant (and their ratepayers); and accomplishment of the above without impairing protection of public, health and safety.
I expect the Task Force's work to focus on proposals for Commission consideration to streamline licensing, the main elements of which will be familiar concepts such as one-step licensing, standardization, early site reviews, increased reliance on state environmental reviews, and changes in hearing formats.
I anticipate that the Task Force will develop sets of reforms which can be implemented by legislation as well as sets of reforms that can be implemented by the Commission without the need for legislation.
In addition I have appointed a Senior Advisory Group of leading NRC officials to assist in reviewing the work of the Task Force.

' taking in this regard.
Although the independent nature of HRC precludes an NRC-DOE-joint venture, it is nevertheless both proper and useful to establish' lines of communication and to coordinate our activities.

our Regulatory Reform Task Force, James R. Tourtellotte, to maintain contact with the groups in DOE that are reviewing the regulatory process.
I look forward to the early and successful completion of our respective activities on this important subject.
