SU!S!ARY OF MEETIHG HITH DUQUESHE LIGHT COMPANY TO DISCUSS THE PROPOSED CONTENT OF Tile OPERATING LICENSE ENVIRONMENTAL REPORT FOR BEAVER VALLEY UNIT NO. 2 A neeting was held at HRC Headquarters, 7920 Horfolk Avenue, Bethesda, Maryland on Tuesday morning, Novenhor 10, 1981. The applicant was represented by nembers of Duquesne Light Company, Stone & Webster Engineering Corporation, and Shaw, Pittnan, Potts & Trowbridge. The IIRC was represented by members of the Division of Licensing, Division of Engineering, Division of Systens Integration, and the Of fice of Executive Legal Director. An attendance list is attached as Enclosure 1.
This neeting was requested by Duquesne Light Company to' discuss'the proposed content of its Operating License Environnental Report (OLER) for Beaver Valley Power Station, Unit flo. 2 (BVPS-2). The applicant intends to submit the OLER for BVPS-2 in December 1982. This report will be based on the guidance of Regulatory Guide 4.2 (RG 4.2),
" Preparation of Environmental Reports for Nuclear Power Plants," Revision 2,.luly 1976 and supplemental guidance received at this meeting.
The applicant presented an " Environmental Report Policy Statenent" outlining the scope of the BVPS-2 OLER content. Each section of this outline was discussed, and specific areas in which further guidance was given to the applicant included the following: need for power and replacement energy cost numbers; Class 9 accident analysis; and fomatting for operational monitoring programs for BVPS-2 and for the related site area. General areas included: cost-benefit analysis; biological studies; neteorological data; denography statistics; transnission facilities and corridors; radiological assessnent; and socio-econonic effects.
The staff enphasized throughout the meeting that the applicant should not simply repeat infomation already provided in the Construction Permit Environental Report (CPER).
If significant changes have occurred between the CP and *1L stages, and these changes inpact plant operation, then the applicant must identify such changes and subnit whatever information is necessary for the staff to conduct a comprehensive environmental review.

- The staff further noted the following two items:
because,G 4.2 pertains more to the CP than to the OL stage, certain 1) r chapters do.not totally apply to the OLER. However,.the staff advised the applicant to include these chapters' - 4, 9 and 10 --
in the OLEP, in order.to remain consistent with the RG 4.2 outline.
The staff further advised that any sections of Chapters 4, 9 and 10 that are indeed' applicable to the OLER be addressed accOrdingly, and sections that are not pertinent be addressed with a-short, explanatory statement; and
- 2) the app 1tcant may reference the Final Safety Analysis Report (FSAR) whenever the same infornation is requested in both the OLER and FSAR.
