The applicant, Georgia Power Company, was represented l'y renbers of Southern Company Services. The NRC was represented by nonbers of the Division of Licensing, Division of Engineering and Division of Systems Integration. An attendance list is attached as Enclosure 1.
This recting Nas requested by Geornia Power Company to discuss the proposed content of its Operating License Environnental Report (OLER) for Alvin W. Vogtle Plant, Unit flos.1 and 2 (Vectle 1 ?> 2). The applicant intends to submit the OLER for Vogtle 1 A 2 in Septenber 1993. This report will be based on the guidance of Regulatory Cuide 4.2 (RG 4.2), " Preparation of Environnental Reports for Nuclear Power Plants,"
Revision 2, July 1976 and supplemental guidance received at this meeting.
Each section of the proposed OLER for Vogtle 14 ? was discussed. Areas in which neu and/or further quidance was given include: cost-ber.efit analysis; biological studies, in particular, fish harvest studies; neteorological data; demography statistics; location and effects of transmission facilities and corridors; Class-9 accident analysis, in particular, liquid pathways; floodplain nanagement; radiological assessnent; and socio-economic effects.
The staff enphasized throughout the rectinn that the applicant should not simply repeat information already provided in the Censtruction Perait Environmental Report (CPER). If significant changes have occurred between the CP and OL stages, and these changes inpact plant operation, then the applicant must identify such changes and submit whatever information is necessary for the staff to conduct a comprehensive environmental review.

- 1) because RG 4.2 pertains core to the CP than to the OL stage, certain chapters do not totally apply to the OLER. However, the staff advised the applicant to include these chapters - 4, 4 and 10 -
in the OLER in order to remain consistent with the RG 4.2 outline.
The staff further advised that any sections of Chapters 4, 9 and 10 that are indeed applicable to the OLER be addressed accordingly, and sections that are not pertinent be addressed with a short, explanatory statenent; and 2) the applicant nay reference the Final Safety Analysis Report (FSAR) whenever the same infomation is requested in both the OLER and FSAR.
