GN-151 Gentlemen:
The Georgia Power Company wishes to subnit the following information concerning the violation discussed in your inspection reports 50-424/81-10 and 50-425/81-10.
We concur with finding identified concerning failure to control welding.
The reason for the violation was failure to properly follow procedures.
The weld identified where red pencil was used to mark fitup locations was cleaned along with the adjacent area on the pipe rack. The area was visually reinspected and there was no evidence of unacceptable conditions resulting from the red mark being in or near the weld area. The weld is considered acceptable. The Contractor has instructed all craft personnel responsible for welding that weld preps must be clean of all foreign material and that these instructions apply to rack steel and hangers as well as piping.
In addition, Q.C. inspectors have been instructed to monitor in process rack and hanger welding to assure compliance.
Damaged electrodes and electrode stubs discarded in unauthorized trash container have been removed and properly discarded. A letter has been sent to all Contractors requesting that they assure that all welders and crew foremen comply with the appropriate procedure when disposing of damaged electrodes and electrode stubs.
In addition, the letter requests that all Q.C. inspectors (Georgia Power Company and Contractors) monitor compliance to the procedure.
