F.RELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-III-81-l1 December 90 1981 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest signficance. The information is as initially received without verification or evaluation, and is basically all that is known by IE staff on this date.

INATTENTIVE (SLEEPING) GUARDS At approximately 6:00 a.m. (CST) while entering the Monticello facility, the Resident inspector observed two guards apparently sleeping at their gatehouse posts.

Based on current i n fo rma t ion, it appears that the guards could have been asleep for a maximum of 20 minutes.

During that time, there was a possibility for authorized (badged) individuals to enter the plant without Leing searched. There is no indication that unauthorized persons could have gotten facility access during this period.

The guards in question were relieved of their duties by the licensee, and the licensee is investigating the matter. A Physical Protection Specialist is being dispatched from the Regional Of fice and should be onsite by 3:00 p.m.

There is no known news media interest at this time.

Region lli (Chicago) and the licensee are considering making press releases.

The State of Minnesota will be notified.

Region lli received notification of this occurrence by telephone f rom the Resident inspector at approximately 7:00 a.m.
