Response to Requests for Additional Information in Fermi 2 Operating License Application Enclosed herewith are five (5) copies of Amendment 3 to the Enrico Fermi 2 " Physical Security Plan".
This amend-ment incorporates the responses contained in the referenced letter.
In accordance with the Commission's Regulations, speci-fically Section 2 790 of 10CFR Part 2 and Section 9 5 of 10CFR Part 9, The Detroit Edison Company hereby requests that the attached copies of Amendment 3 to the " Physical Security Plan" 5e treated as proprietary and be withheld from public disclosure as specified in the accompanying affidavit.

AFFIDAVIT IN SUPPORT OF APPLICATION TO WITHHOLD MATERIALS FROM PUBLIC DISCLOSURE HARRY TAUBER, being duly sworn, says:
1.
I am Vice President - Engineering and Construction for The Detroit Edison Company.
My office is located at 2000 Second Avenue, Detroit, Michigan 48226.
I have the responsibility for the review of the material contained in the " Physical Security Plan" for the Enrico Fermi Atomic Power Plant, and I am authorized to apply for withholding of this document from the public records; 2.
The " Physical Security Plan" consists of confidential commercial information relating to the safe operation and protection of the Fermi 2 Power Plant, and its contents have not been made available to the public for inspection; 3
To the best of my knowledge and belief, the material contained within the " Physical Security Plan" is of a nature customarily exempted from public disclosure and is not available in public sources; 4.
The protection of the general public and of the Company from theft, sabotage or destruction of valuable Company property requires that the material con-tained within the " Physical Security Plan" be withheld from public disclosure.
