9.4 Shift operating personnel not involved with controlling the emergency should report to the Control Room.

9.5 The notified Shift Operations Supervisor should designate personnel to cordon off the area, maintain surveillance and warn others that may approach the affected area.

9.6 The Shift Operations Supervisor shall declare an Unusual Event Emer-gency Action Level if a plant evacuation is required as a result of the release as required by procedure 1903.10, " Emergency Action Level Response".

CHANGE DATE 8.0 FOLLOW-UP ACTIONS 8.1 Plant conditions shall be monitored in accordance with 1903.10,

" Emergency Action Level Response" to determine if any Emergency

. Action Levels should be declared. An Unusual Event Emergency Ac-tion Level shall be declared by the Shift Operations Supervisor if a fire in a vital area is not under control within 10 minutes, or an explosion on site results in equipment damage and/or personnel injury requiring hospitalization.

NOTE: The Fire Brigade Leader shall continue directing the fire fighting efforts until relieved by the Emergency Fire Team Leader.

8.2 The Fire Brigade shall take action to extinguish the fire under the direction of the Fire Brigade Leader.

CAUTION: IF MULTIPLE DELUGE SYSTEMS OR MULTIPLE FIRE HOSE USAGE IS REQUIRED WITHIN EITHER UNITS AUXILIARY BUILDING, PERSONNEL SHOULD BE DISPATCIED, WlERE POSSIBLE, TO ISOLATE ALL WATER TIGHT DOORS AND SAFETY EQUIPMENT ROOM FLOOR DRAINS ON THE 317' ELEV. FLOOR OF THE AFFECTED AREA.

('~Ng 8.3 The Fire Brigade Leader, under the cognizance of the affected Unit's

( _,/ Shift Operations Supervisor shall be responsible for directing the initial fire fighting efforts. After assessing the extent of the fire, the Fire Brigade Leader shall report to the Shift Operations Supervisor whether the fire can be extinguished by the Fire Brigade alone or if further assistance is required.

8.4 The affected unit's Shift Operations Supervisor should determine, based on the Fire Brigade Leader's report, whether additional assistance is required from the Emergency Fire Team, Emergency Radiation Team, and/or the Russellville Fire Department. Notifica-tions should be made, as necessary.

8.4.1 Fire Team (if offsite, refer to Attachment 1, as necessary).

8.4.2 Russellville Fire Department (968-3525).

NOTE: The following groups should be provided with the following information, if known, as applicable:

A. Description of the fire B. Location of the fire C. Pre-fire plan number (R.F.D. only)

NOTE: The Shift Operations Supervisor shall ensure that a Health Physics representative is assigned to accompany the individual (s) both onsite and to offsite medical facilities, as necessary.

7.4.1 Take precautions (coverings, use of stretcher, etc.) to prevent the spread of contamination during movement and transport of E the individual.

5 7.4.2 Move the individual to a " clean" area, as allowed by step 5.3.

r 7.4.3 Remove contaminated clothing.

I 7.4.4 Survey the individual for surface contamination.

Contaminated wounds, eyes, etc., should be decontaminated by

, use of water only; wounds should be covered before and after

[ decontamination efforts.

I 7.4.5 Decontaminate the affected areas removing as much transferable W contamination as possible per 1622.010, " Personnel Decontamination".

7.4.6 Cover remaining contaminated areas.

f (h NOTE: If an individual is potentially contaminated and requires transportation to an offsite medical facility, he should be

initially transported to St. Mary's Hospital.

a l 7.5 The Shif t Operations Supervisor may make arrangements for treatment

[ based upon the assessment of a qualified medical individual. If a qualified medical individual is not available, the following guidance is provided:

L 7.5.1 If the injured individual (s) requires attention from a r doctor and are judged incapable of travel, the appropriate

[ physicians should be called f rom Millard-Henry Clinic (968-2345)

E or St. Mary's Hospital (968-6211), advised of the physical and b radiological condition of the injured, and requested to come

$ immediately to ANO. The Pope County Ambulance Service should l also be contacted (refer to step 7.5.2).

7.5.2 If the injured individual (s) requires immediate attention i f rom a doctor and are judged capable of travel, the Pope k County Ambulance Service should be called at 968-4567, ad-s vised of the physical and radiological condition of the in-

[ jured and requested to come immediately to ANO. If the k situation requires the ambulance personnel to enter a po-tentially contaminated area, refer to 1903.74, " Pope County Ambulance Service" for further guidance.

F NOTE: An Unusual Event Emergency Action Level shall be declared

[ by the Shift Operations Supervisor when a medical emergency requires transporting a radiologically contaminated indi-E vidual from the site to an off site hospital. (Reference l procedure 1903.10, " Emergency Action Level Response".)
