Dear Mr. Crow:

This is to confirm our telephone conversations this };ionth gling with the decladding of depleted uranium EBR-II blanket e@mentsgn the Rockwell International Hot Laboratory.
u As we discussed, these elements consist of depleted uranium metal slugs with a sodium bond in stainless steel cladding.
The decladding will be done in one of the hot cells with an inert (nitrogen, low oxygen content) atmosphere to prevent combustion of the sodium. The metal fuel material qualifies as "special form" material, as defined in 10 CFR 71.4(0)(1),
and lit'.le airborne activity is expected; however, the exhaust flow from the cell will pass through two separate stages of HEPA filtration, in series, before being discharged from the facility.
We agree that this work, as part of our ongoing reactor fuel decladding program, is most properly conducted under NRC regulation, as provided for by our license, SNM-21.
