Dear Mr. Miller:

As tP sa Clinton Power Station Unit 1 Docket No. 50-461 The purpose of this letter is to confirm the IP position on In-Plant SRV testing.

We believe that safety relief valve /

containment loads test data from Kuosheng confirmed that the' design was conservative.

We plan to show by comparison of Clinton with Kuosheng, in accordance with the criteria outlined in NUREG-0763, that the Kuosheng data are prototypical of Clinton and loads testing at Clinton is unnecessary.

We have begun negotia-tions for an information exchange agreement with Taiwan Power-Company to obtain the necessary Kuosheng data.

When the data are available and our comparison has been completed, we will arrange to meet with you to close this issue.

On the basis of this commitment, we understand that the In-Plant SRV testing matter is a confirmatory issue.for CPS. licensing purposes.
