Dear Mr. Scnwencer:
The purpose of this transmittal is to formally provide a copy of a proposed Technical. Specification change for snubbers.
This package was informally submitted in September, 1981, and we believe is being reviewed by members of your staff.
It is our understanding that your review may not be com-pleted prior to final cle,sure of_ Technical Specification discussions.
In that event, we request you allow continued informal discussions (not formal submittels required af ter a license is issued) of this topic.
Additionally, we request your review be completed no later than four months following commencing power ;peration.
This allows adequate time for completion of the first required inspection.
