Enclosed are ten copies of Issue 6 Revision 4 to the Beaver Valley Power Station Emergency Preparedness Plan (EPP) to replace the Issue 6 Revision 0 document forwarded ~ in January 1981. Enclosed is one controlled copy (No. 6) and nine copies from which personal telephone numbers and similar proprietary information has been deleted. These documents are provided pursuant to 10 CFR 50.54.q.
This document has been re-issued in its entirety to facilitate incorporation af the numerous changes. Marginal lines indicate areas in the text which were revised. Significant changes incorporated in this revision include the restructuring of the emergency organization made necessary by the re-organization of the Duquesne Light Nuclear Division and by the upgrading of the Technical Support Center and the Emergency Operations Facility.
Since these changes represent improvements to the effectiveness of the Emergency Preparedness Plan, we will implement these changes on December 1, 1981, without prior commission approval as provided in 10 CFR 50.54.q.

My letter NSL:JDS:ll60 dated November 4, 1981 forwarded Issue 6, Revision 4 of the BVPS EPP IPs. _ That letter indicated the IPs would becche effective November 16, 1981.
Since training to these new procedures will not be completed until December 1, 1981, I am hereby deferring the effective date of gx Issue 6, Revision 4 until December 1, 1981.
Attached hereto are
('j c6 pies of the Approval Sheets for Volumes 1 and 2 of Chapter 57 of the BVPS Operating Manual (the EPP and IPs).
These Approval Sheets should be inserted into your copy of Issue 6, Revision 4 and the existing Approval Sheets should be removed.
The drill to be conducted during November should utilize the Revision 4 procedures rather than Revision 3 which is currently in
'effect.
Use of Revision 4 for the drill will provide an opportunity to determine any weaknesses which may exist in these newly revised s
precedures.

j Beaver Valley Power Station Emeroency Preparedness Plan i
To All Holders of Emergency Preparedness Plan:
Please find attached Revision 4 to Issue 6 of the Beaver Valley Power Station Emergency Preparedness Plan.for your information and use. This Plan will become effective on December 1,1981.
Please destroy any previcus copies of this volume (Volume 1) to avoid misinformation or error.
Issue 6 Rev. 4 of the emergency implementing procedures (Volume 2) was issued previously, and is un-affected by this change package.
l The entire Emergency' Preparedness Plan is being reissued as Issue 6 Rev 4 to facilitate your incorporation of the numerous revised pages. The changes are indicated by vertical lines in the right hand margin adjacent to the affected j
section. These changes have been made to address NRC and DLCo internal comments.
Significant changes include:
1.
Extensive revision of Section 5 and Section 9 to reflect the re-organized Nuclear Division and to incorporate an Emergency Operations Facility (E0F) organization.
2.
Revision of Section 6 to provide for transfer of ECC functions to the I
Technical Support Center and to provide for activation of the Emergency 1
Operations Facility.
3.
Revision of Section 6 to provide reference to the compensatory measures for the uncertainty in assessing plume trajectory.
4.
Revision of Section 7 to provide descriptions of ECC/TSC/ EOF which are consistent with the designated functions of those facilities.
Please retain Figure 2.1 (large fold-out map of EPZ) and divider tabs (if any) from your current issue of the Plan and insert them into the revision 4 material.
