This refers to the special safety inspection conducted by Mr. James Nicolosis of our Region I office on March 26 and July 29, 1981, of activities at. field locations in Youngwood and Erie Pennsylvania authorized by NRC Byproduct Material License No. 34-14071-01.
This also refers to a telephone discussion between you and Messrs. Sreniawski and Slawinski of this office on November 6, 1981, and your letter dated November 16, 1981.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in the enclosed Appendix.
A written response, submitted under oath or affirmation, is required.
We will gladly discuss any questions you have concerning this inspection.
