MEMORANDUM FOR: Harold R. Denton, Director Office of Nuclear Reactor Regulation FROM:

REQUEST FOR OM3 CLEARANCE FOR NUREG 0737 Mr. Donoghue, Director ADM, is referring all Requests for DMB Clearance to my Office for review of the need for the requirement. As a general principle, I expect requests that impos'e a new requirement on licensees, will be referred to the Committee to Review Generic Requirements (CRGR) for their review.
In the enclosed memo from you to Mr. Donoghue, dated November 4,1981, there are a number of items whose Requirement Due Date is listed as "TBD."
I do not believe it is appropriate to request OMB clearance to issue a requirement whose scope and due date are undefined. Therefore, I would like to request that you remove all such items from the OMB Request.. When you have defined the requirements, they should be submitted to my Office for review by CRGR according' to the procedures established by the Committee.
