Northern States Power Company, Minneapolis, MN Docket No. 50-263 (License No. DPR-22)

Monticello Nuclear Generating Plant, Mor.ticello, MN

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $20,000 This is to inform the Commission that a Notice of Violation and Proposed Impesttion of Civil Penalties in the amount of Twenty Thousand Dollars will be issued on or about December 1 0, 1981 te Northern States Power Company.

This action is based on alleged violations relating to the unauthorized removal of lov level radioactive waste from the plant site.

This waste was left over-n;ght at a truck rental facility and resulted in radiation levels in an un-restricted area in excess of regulatory limits.

A news release has been prepared and will be issued following licensee notifi-cation. The State of Minnesota will be notified.

It should be noted that the licenseo has not been specifically informed of the enforcement action.
