1his will confim that upon possession of the West Valley Demonstration Project Site by DOE, and asstLmption of operational control by West Valley Nuclear Services Co., Inc. (Kestinghouse), we will continue the maintenance and sur-veillance programs to meet the applicable technical specifications and conditions v in license CSF-1 for the West Valley facility. The programs w'11 require changes as plant clean-up activities proceed and the project starts to develop into its operational phase. These required changes and the basis for them will be coordinated with your officc. We will also provide you with any infomation frora these programs which would allow identification of any potential health and safety danger to the public.

I would like to meet with you, as you suggested, to agree upon a manageable set of working guidelines for our mutual use on the project. I look fomard to working with you and Tom Clark.
