Dear Mr. Denton:

In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 Enclosed for your staff's review is the complete inservice inspection program for the Browns Ferry Nuclear Plant units 1, 2, and 3 This program was written to the 1974 Edition, Summer 1975 Addenda of Section XI of ASME Boiler and Pressure Vessel Code. Included in the program are the Requests for Relief from ASME Code requirements which require staff review and approval.

The inservice inspection program for Browns Ferr-/ unit 3 has been submitted for NRC review by numerous letters submitted since July 1977.

The enclosed program incorporates the inservice inspection program for the three units into a single document. Accordingly, the enclosed program description supersedes all earlier submittals made for the unit 3 program.

Additionally, the enclosed program incorporates the three units into a oncurrent cycle with a start date of July 1, 1980. This concurrent cycle approach was first proposed, along with additional details, in my letter to T. A. Ippolito dated December 24, 1980.

In order to preclude possible negative impacts arising from the uncertainty of identifying all required ir.spections and resulting potential reinspections, your immediate attention to this matter is requested.

The enclosed program description is similar to the unit 3 program previously sub11tted. It represents the inservice inspection program, including the requests for ASME Code relief, currently implemented at Browns Ferry. Please review the enclosed inservice inspection program and forward documented approval by March 30, 1982.

In accordance with the requirements of 10 CFR Part 170.22, we have '

I determined that Class III fees for unit 1 and Class I fees for units 2 and 3 are appropriate for NRC staff review of the Browns Ferry Inservice Inspection Program. These classifications are based on the facts that the proposed program involves a single safety issue which does not 4

involve a significant hazard consideration for unit 1, and that the proposcd program for units 2 and 3 are duplicates of the unit 1 proposed program. The remittance of $li,800 ($4,000 for unit 1 and $800 for units i
