Dear Mr. Stolz:
Our letter, Serial No. 755 dated November 5, 1981, transmitted revision 2 to the Davis-Besse Nuclear Power Station Unit 1 Cycle 2 reload report comprising several Technical Specification changes to permit complete withdrawal of the Axial Power Shaping Rods (APSRs) at 250_+10 effective full power days (EFPD).
In conversation with Mr. Guy Vissing on November 18, 1981, we were requested to document the basis for the differences between the existing Technical Specifications figures 3.1-5b and 3.1-5d (APSR position limits for four and three pump oi, ration) and revision to these figures proposed by our submi' tal ref erenced above.
The existing Technical Specification APSR position limits fer operation beyond 150 EFPD were set with conservative margin at low powe.r levels.
These low power position limits are generally set by conservative extra-polations, whereas the determination of the position limit at the higher power levels is much more rigorous.
During the reanalysis of the peaking behavior for revision 2 of the reload report, these lower limits were examined in detail, primarily to reduce possibilities of significant power reduction to permit complete withdrawal of APSR at 250+10 EFPD. This investigation resulted in the modification of the lower power APSR withdrawal limits for the period from 150 to 250 EFPD for four and three pump operation.
Based on the above, these changes are totally justified and adequate margin to LOCA kw/ft limits is maintained.
