Dear Mr. Keppler:
We have received your letter of October 28, 1981 concerning the require-ments to conduct a full scale emergency exercise at the Marble Hill Nuclear Generating Station involving State and local governments in coordination with the NRC and FEMA.
Public Service Company of Indiana, Inc. (PSI) is aware of these require-ments to conduct such an exercise to demonstrate an acceptable level of preparedness prior to the issuance of a full power license. We are plan-ning to conduct the first full scale exercise for Marble Hill Nuclear Generating Station around January 1985 based on our current licensing schedule, and are coordinating our efforts with the states of Indiana and Kentucky.
PSI does not interpret your letter to be an extention or modification of the current Federal Regulations. Therefore any requirement for a full scale emergency exercise prior to April 1,1982 as stated in your letter would not cpply to Marble Hill Nuclear Generating Station.
We would like to meet with NRC Region III at your convenience to discuss our emergency planning schedule and the coordination of NRC involvement as might be appropriate in addition to the review of license submittals.
