Dear Senator Javits:
The Nuclear Regulatory Commission's recent order requiring Con Edison to build an enormots cooling tower at its Indian Point facility in the Town of Cortlpndt, Westchester County, is an outrage to all of the people of the IIudson Valley and must be withdrawn.
I urge you to immediately demand that the Nuclear Regulatory Commission review its decision and seek a solution that does not ignore the health and safety of the people of Westchester, Orange, Rockland and Putnam Counties.
The Co.mmission's order represents a cicar danger to the welfare and livelihood of the more than one quarter million people who live in the extensive area which would be adversely affected by the construction of this monstrous tower.
The smog cloud and fallout, among other
- reasons, raise serious questions, all of whii:h result in deleterious

answers.
The Commission's order requires the construction of a tower 560 feet tall and 400 feet wide in a town where the village zoning ordinance limits the height of structures to 40 feet.
The scenic beauty of the lludson Ilighlands would be ruined forever. And the Con Edison Consumer, who aircady pays the highest electric rates in the entire country would end up footing the $100 million bill for this horrendous steam machine.
An article in the January,1975 edition of the IIudson Valley magazine debated the pros and cons of nuclear power plant construction.
The proponent of nuclear power plants acknowledged cooling towers would create a " plume of drops (which) will rise approximately one thousand fe e t" (and would enshroud an area having a radius of more than seven miles) and concluded "therefore, each site must be evaluated individually l

Clearly, the Con Edison Indian Point site is not compatible with this system.

liighest priority and consideration must be given to the impact of the ruling of the Nuclear Regulatory Commission. I urgently request ycur assistance and attention in having the order of that Commission withdrawn.
