Dear Mr. Denton:

Attached is the " Radiological Emergency Plan, General Electric Company, Vallecitos Nuclear Center, October-1981."

In accordance with Alternative 3 in the Modified Order to Modify License for License SNM-960 (Ref. 4) both reac'.or and fuels facilities are addressed in the plan.

Evaluations have been performed previously that show credible accidents do not produce radiological consequences that require off-site action with the General Electric Test Reactor (GETR) in the current cold shutdown state (Response to Order to Show Cause, 11/11/77).

These analyses do show that it may be necessary to establish a modest sized emergency planning zone when the GETR is restarted.

The plan would, of course, be upgraded well in advance of reactor startup.

The plan is being simultaneously submitted to the Division of Fuel Cycle and Material Safety.
