ENCLOSURE DESCRIPTION OF NONCOMPLIANCE ITEM Consolidated Edison Company 4 Irving Place New York, New York 10003 Docket No. 50-247 One item which appeared to be in noncompliance with the AEC Regula-tion 10 CFR Part 50, Appendix B, is identified below:

Criteria VI, states in part that, " Measures shall be established to control the issuance of documents, These measures shall assure that documents, including changes, are reviewed for ade-quacy and approved for release... are distributed to and used at the location where the prescribed activity is performed.
Contrary to the above, the approved fuel assembly guide thimble repair and Quality Control inspection procedures did not coincide with portions of the work activities actually performed.
