With this letter we transmit three (3) originals and twenty-five (25) copies of Amendment No. 31 to the Application for Licenses in the above-captioned proceeding.
Also transmitted is Supplement No. 16 to the Final Facility Description and Safety Analysis Report, which is in two parts.
The first part consists of-seventy (70) copies of revised pages to be added to the Report.
The..second part-

is a separate document entitled"" Indian Point Unit No. 3 Security Plan," which supersedes the material submitted in Supplement No. 10.
Three (3) copies of this document are supplied.
As counsel for the Applicant in this proceeding, we hereby request that the second part of Supplement No. 16 be withheld from public disclosure pursuant--to 10 C.F.R.
Sections 2.790(d) and 9.5 (a) (4), on the ground that it identifies Applicant's detailed security measures for the physical protection of the facility.
Copies ~of Amendment No./31.and the first part of Supplement No. 16 have today been served upon Mayor George Segnit, of Buchanan, New York.
